Order for Directors Election
THE STATE OF TEXAS
COUNTY OF STARR
On this the 29th day of March,
1993, the Board of Directors of
Starr Co. W.C.l.D. No. 2 MUD, a
Municipal Utility District,
convened in Special session open to
the public with the following
members present, to-wit:
Roberto Cruz, President
Cipriano Lopez, Ruben D. Saenz,
Secretary and the following absent:
Noe Olivarez and Jose I. Tijerina,
constituting a quorum, and among
other proceedings had by said Board
of Directors was the following:
Whereas on the 1st day of May,
1993, there will be a directors
election in this district;
Whereas this Board by order dated
the 29th day of March, 1993,
established the procedure for
candidates who desire to file for said
election;
THEREFORE, BE IT ORDERED
BY THE BOARD OF
DIRECTORS OF Starr County
W.C.l.D. No. 2 MUD
1. That an election be held in said
district on the 1st day of May,
1993, for the purpose of electing to
the Board of Directors of said
District 3 members.
2. That said election shall be held at
the following places Co.
Courthouse in said District, and the
following named persons are hereby
appointed officers for said election.
For Election Precinct No. 1, 2, 8 &
10 at Starr County Courthouse
Building, in Rio Grande City,
Texas, within said District with
Roberto Ponce as Presiding Judge,
Minerva G. Villarreal, as Assistant
Judge.
3. The polls at each of the above
designated polling places shall on
election day be open from 7:00
o'clock a.m. to 7:00 o'clock p.m.
Ella Saenz is hereby appointed
Clerk for absentee voting, and
Alicia Zamora-Elizabeth Cortes are
hereby appointed Deputy Clerks for
absentee voting. The absentee
voting for the above designated
election shall be held at Water
District Office, 1730 West Main
St., Rio Grande City, Texas within
the boundaries of the above named
district and said place of absentee
voting shall remain open for at
least eight hours on each day for
absentee voting which is not a
Saturday, a Sunday, or an official
holiday, beginning on the 20th da>
and continuing through the 4th day
preceding the date of said election.
Said place of voting shall remain
open between the hours of 8:00
a.m. and 4:30 p.m. on each day for
said absentee voting. The above
described place for absentee is also
the absentee clerk's mailing address
to which ballot applications and
ballots voted by mail may be sent.
4. The following named persons
have duly filed as candidates for said
election in accordance with the
above mentioned order for election
procedure in Directors Election
passed by this Board, and their
names shall be placed on the ballot
for said election in accordance with
a drawing held by the Secretary of
this Board in the following order:
Roberto (Bobby) Cruz
Cesario Barrera
Noe Olivarez
Cipriano Lopez
Noe J. Lopez
Thelma Andrade Garcia
5. Notice of said election shall be
given by publication of a copy of
this order once a week for twc
consecutive weeks in a newspaper
of genera] circulation in the county
or counties in which the district is
located. The first publication shall
be at least 14 days before the
election.
6. The manner of holding said
election shall be governed, as nearly
as may be, by the Election Code of
this state, and this Board of
Directors will furnish all necessary
ballots and other election supplie:.
requisite to said election.
7. Immediately after the voters have
been counted, the officers holding
said election shall make and deliver
the returns of said election and
perform all other duties as provided
by the Election Code.
8. It is further found and determined
that notice of the date, place and
subject of this meeting was posted
in accordance with the terms and
provisions of Art. 6252-17 at least
72 hours preceding the scheduled
time ot tnis meeting and that the
terms and provisions of said Article
6252-17 have been complied with
and copies of said postings and
return shall be attached to this order
The above order being read, it was
moved and seconded that same do
pass. Thereupon, the question being
called for, the following members
of the Board voted AYE: Roberto
Cruz, Cipriano Lopez, Ruben D.
Saenz and the following voted NO:
none
PASSED, APPROVED AND
ADOPTED this the 29th day of
March, 1993.

La Junta Directiva de Starr Co.
W.C.l.D. #2 MUD, un Distrito
Municipal de Servicios Publicos,
so convoco en reunion Especial,
abierta al publico con los siguientes
miembros presente, as saber:
Roberto Cruz, Presidente
Cipriano Lopez, Ruben D. Saenz,
Secretario y los siguientes ausentes:

constituyendo un quorum, y entre
otras actas tomadas por dicha Junta
Directiva se encontro la siguiente:
En vista de que en este dia 1 de
mayo de 1993, habra una eleccion
de directores en este distrito;
En vista de que esta Junta por
orden fechada el dia 29 de marzo, de
1993, establece el procedimiento a
sequir por los candidates que deseen
clasificar en dichas elecciones;
POR LO TANTO, SE ORDENA
POR LA JUNTA DIRECTIVA DE
Starr County W.C.l.D. No. 2
MUD.
1. Que se lleve a cabo una eleccion
en dicho distrito el dia 10 de mayo
de 1993, con el proposito de elegir
a la Junta Directiva de dicho
Distrito 3 miembros
2. Que dicha eleccion se lleve a
cabo en los siguientes lugares Co.
Courthouse en dicho Distrito, y que
las personas a continuacion
nombradas son designadas oficiales
para dicha eleccion.
Para el Precinto Electoral Num. 1,
2. 8, 10, en el Edificio Starr Co.
Courthouse en Rio Grande City,
Texas, dentro del mismo Distrito
con Roberto Ponce como Juez

Votacion Ausente para la eleccion
arriba citada se llevara a cabo en
Water District Office, 1730 West
Main St., Rio Grande City, Texas

votacion ausente permanecera
abierto por lo menos ocho horas
diarias para votacion ausente no
siendo sabado o domingo o dia
festivo oficial del Estado, !
principiando 20 dias y continuando

fecha de dicha eleccion.Dicho lugar
de votacion permancera abietto entre
las horas de 8:00 a.m., 4:30 p.m.
en cada dia de votacion ausente. El

ausente, es tambien la direccion
postal del secretario ausente a la
cual podran ser enviadas por correo
las solicitudes para boletas
electorales como tambien regresar
las boletas con votos.
4. Las personas nombradas a
continuacion se han registrado
debidamente como candidates para
dicha eleccion de acuerdo con la
arriba mencionada orden para
procedimiento de eleccion en
Eleccion de Directores aprobada po
esta Junta, y sus nombres seran
colocados en la bolcta para dicha
eleccion y de acuerdo con un sorteo
que se llevo a cabo por el Secretario
de esta Junta en el siguiente orden:

5. Aviso de dicha eleccion se hara
por medio de publicacion de una
copia de esta orden una vez por
scmana durante dos semanas
consecutivas en un periodico de
circulacion general en el condado o
condados en que se encuentra este
distrito, la primcra publicacion
debera ser por lo menos 14 dias
anteriores al dia de elecciones.
6. La forma de llevar a cabo dichas
elecciones sera gobernada, en todo
lo posible, por el Codigo Electoral
de este estado, y esta Junta
Directiva debera proveer todas las
boletas y demas materiales de
eleccion que se requieran para dicha
eleccion.
7. Inmediatamcnte despues de
haberse contado los votos, los
oficiales a cargo de la eleccion
deberan computar y cntregar los
resultados de dicha eleccion y llevar
a cabo todas las demas obligaciones
como provisto por el Codigo
Electoral.
S.Ademas se ha encontrado y
determinado que aviso de la fecha,
lugar y asunto de esta junta fue
colocado de acuerdo con los
terminos y provisiones de! Articulo
6252-17 por lo menos 72 horas
anteriores a la hora programada para
esta junta, y que los terminos y
provisiones de dicho Articulo
6252-17 han sido conformados y
que copias de dichos avisos y
resultados seran anexadas a esta
orden y forman parte de la misma.
Habiendose dada lectura a la orden
arriba mencionada, se hizo la
mocion y fue secundada para ser
aprobada. Despues al llamado sobre
esta pregunta, los siguientes
miembros de la Junta votaron
afirmauvamente:

Ruben D. Saenz
Cipriano Lopez y los siguientes
votaron negativamente: Ninguno

Texas Agriculture Commissioner Rick Perry presented Mr. and Mrs. Luciano
Canales III with a Family Land Heritage certificate recognizing Helen of La
Sacatosa-Luciano Canales Ranch of Starr County for a century of more of
continuous agricultural production. Eighty-five families were honored during the
Texas Department of Agriculture's 19th Family Land Heritage program in Austin
recently.

Land Heritage ceremonies
AUSTIN- The Texas Department
of Agriculture honored 85 farm and
ranch families from 50 counties at
the agency's 19th Family Land
Heritage Program ceremony on Jan.
15 in Austin.
The program recognizes
properties that have been in
continuous agricultural production
for 100 years or more.
The oldest property inducted this
year was the Belen of La
Sacatosa-Luciano Canales Ranch in
Starr County, founded in 1836 by
Antonio Canales and Maria Rita
Pena de Canales.
Mr. and Mrs. Luciano Canales III
are the fifth generation to own the
property. Their ranch was the first
in Starr County to qualify for the
Family Land Heritage Program.
Agriculture Commissioner Rick
Perry awarded each qualifying farm
or ranch a Family Land Heritage
Certificate recognizing its
achievement.
"Above all else, Texas farmers
and ranchers arc a race of survivors.
And the stories represented by
today's honorees are a testament to
their endurance," said Perry.
"Since the program began in
1974, the Texas Department of
Agriculture has honored 2749
families for their tenacity in
holding on to the land. Their stories
have not only been the history of
agriculture but the history of
Texas."
Bob Green, a Shackelford County
rancher and noted West Texas
historian, delivered the ceremony's
keynote speech. Erin O'Kecfe, FFA
chapter president at Austin's Lanier

Properties in Glasscock, Motley,
and Scurry Counties were also
recognized for the first lime this
year. Stephens County had the
most honorees with five applicants
who qualified.
Short biographies of the families
will be published in the bi-annual,
Family Land Heritage Registry, a
source of information for
genealogists and historians.
The application period for the.
20th certification program will
begin March 15 and run through
Aug. 15 of this year. Applications,
