RGC High holds first Parent Festival
Rio Grande Cily High School held their first Parent Festival on Saturday, Jan. 28 at the caletorium.
Several informational booths were set up in which parents could pick up brochures on various topics
such as high school courses, college information, drug awareness, nutrition, Tech Prep and others
The festival was a huge success and the administration was extremely pleased with the turnout they
had. Due to the increased participation of this event, the school's administration plans to sponsor tins
activity on a yearly basis
Commissioners okay 90-day
burn ban throughout county

At their regular monthly
meeting Monday morning, the
County Commissioners
approved a 90-day burn ban to
deal with the ongoing severe
drought, after the expiration of a
previous ban of the same
i duration.
The agenda item read as
follows: "Consideration on
matter of adopting an order
prohibiting and restricting
outdoor burning in any part of
r the County."
County Judge Eloy Vera
declared, "The burn ban we
previously passed was good for
90 days. It has expired; I think
we need to reinstate the ban for
another 90 days. This does not
include controlled burning or
burning for agricultural
purposes."
Precinct Four Commissioner
Abel N. Gon/.ale/., Jr.
emphasized, "There have been a
lot of fires We have a very
serious situation."
The new burn ban comes after
the lack of any significant rain
in Starr County since July 2005
when Hurricane Emily passed
nearby Even the rains from
Emily were considerably less
than had been hoped for.
The commissioners approved
authorizing Judge Vera to
negotiate specifics concerning
the Interlocal Agreement
between the City of Roma and
Starr County to increase funding
for the acquisition (of right-of-
way) for the Athens Road Loop
Project
Roma City Manager Crisanto
Salinas indicated that the final
total will come to $239,886.99
lor the county's share and
$174,690.90 for the City of
Roma's share to bring the
overall total to $414,587.79.

A 47-year-old man received an
automatic life sentence after
being convicted Friday
afternoon, Feb. 10 by a Starr
County 229th District Court
jury of capital murder in the
slayings of two men inside a
Falcon Heights bar in March
2001.
On Monday afternoon, Roel
Angel Molina was officially
sentenced to life imprisonment
in 229th District Court
proceedings. Assistant District
Attorney Kennedy Salinas
explained, "An official judgment
was presented to the judge, who
signed it."
Salinas noted, "This was a
mandatory life sentence for
conviction of capital murder
This is automatic in cases
(capital murder convictions)
under Texas law when the death
penalty is not sought."
The prosecutor noted that the
jury began deliberations at
approximately 2 p.m. on Friday
afternoon and returned with a
guilty verdict one hour later at
roughly 3 p.m.
Molina was convicted of
capital murder in the fatal
shootings of Guadalupe
Talamente, 60, and Vicente
Talamante. 57. inside La Loma
Bar in Falcon Heights on the
evening of March I 4. 2001.
"This episode really affected
the communities of Falcon
Heights and Salineno,"
emphasized Salinas. "The family
of the victims had been seeking
justice for many years. It was a
miracle that he was apprehended
almost four years later."
After being at large since the
murders, Molina was arrested
without incident in the Roma
area by the Roma Police
Department on Dec. 21. 2004.
The prosecutor declared, "The
evidence indicated that it was a
very brutal arid blood) crime.

afternoon, but was unable to
reach him.
About the trial proceedings,
Salinas noted, "A firearms
expert identified nine casings
found at the crime scene and two
found at the home of the
defendant. The Sheriff's
Department originally found the
casings and submitted them to
this particular expert at DPS."
Salinas continued. "Two
eyewitnesses to the crime
testified at the trial." He
indicated that Molina testified
and "claimed he carried out the
shootings in self-defense."
He declared. "The murders
were committed with a military
assault rifle. About 45 minutes
earlier, an argument took place
between the owner of the bar.
Guadalupe Talamente. and the
defendant."
The prosecutor indicated that

Seven-day emergency burn

Salinas declared. "The original
estimate for both entities was
$246,000-plus This went up
considerably due to
condemnations an^l title policy."
Salinas added, "We need
$143,577.89 between both
entities. The county's portion is
60 percent of this. The city and
county to date have deposited
$271,000. TxDOT plans to
carry out a letting (for bids) in
June."
Judge Vera suggested. "I think
I should be authorized to
negotiate with Mr. Salinas to

On Monday. Feb 6. County
Judge Eloy Vera ordered an
emergency seven-day ban on
outdoor burning in Starr County
because of extreme drought
conditions, in order to cover the
gap until the County
Commissioners could meet
officially to approve another 90-
day burn ban.
On Monday, Feb. 13, the
County Commissioners
officially voted to approve an
order prohibiting and restricting
outdoor burning in any
unincorporated part of Starr
County. At Monday's meeting,
County Judge Eloy Vera noted
that the ban will not prohibit
controlled burning or burning
for agricultural purposes.
Judge Vera lamented on
Tuesday, "This drought is
getting worse and worse. There
seems to be no relief in sight;
the forecasts are not
encouraging. People need to be
very cautious with any kind of
fire. People need to be very
careful and conserve water."
The emergency order read as
follows:
WHEREAS, in accordance
with provisions of the Texas
Disaster Act of 1975, a state of
disaster has been declared based
on the imminent threat of
disaster from wildfire; and
"WHEREAS, declaration of
such disaster authorized the
imposition of controls on
activities which tend to increase
the likelihood of such fires;
"BE IT THEREFORE
ORDERED that the following
emergency regulations are
hereby established for all
unincorporated areas of Starr
County, Texas for the duration
of the above mentioned
declaration:
(1) Actions prohibited:
"A person violates this order
if he burns any combustible
materia! outside of an enclosure
which serves to contain all
flames and/or sparks, or orders
such burning by others.
(2) Enforcement
(a) "Under notification of
suspected outdoor burning, the
fire department assigned to the
location of the fire shall respond
to the scene and take immediate
measures to contain and to
extinguish the fire.
(b) "As soon as possible, a
duly-commissioned peace officer
shall be sent to the scene to
investigate the nature of the fire.
(3) "At the discretion of a
peace officer and/or Fire Chief,
violations of this order may be
prosecuted in accordance with
the statutes and procedures
governing misdemeanors.
"BE IT ALSO ORDERED
that this order may be enforced
by any duly-commissioned peace
officer and that the venue for
