Investigators honored for helping children
Two investigators of the Starr County Sheriffs Department were recently honored by the
Estrella's House Advocacy Center in Hidalgo for their dedication and professionalism in
investigating crimes against children in Starr County. Pictured above are Investigator

Cuellar votes to extend $31
billion in tax deductions
Washington, DC -
Congressman Henry Cuellar
(T X - 2 8 ) voted on
Wednesday, Dec. 9 for the
Tax Extenders Act of 2009,
'a bi-partisan bill to extend
$31 billion worth of federal
income tax deductions
scheduled to expire at the
end of this year. The tax
breaks would provide relief
for millions of Americans by
extending deductions for
rising property taxes, small
businesses, state and local
taxes and various tuition-
related expenses.
"These are real tax cuts for
millions of middle-class
families and they will put
hundreds if not thousands of
dollars back into the
pocketbooks of Americans,"
said Congressman Cuellar.
"Families count on these
deductions as they budget
during the year and they're a
sure way to provide relief in
these hard economic times."
The individual tax
deductions will bring an
estimated $5 billion worth of

tax credits back to
Americans, providing up to
30 million homeowners with
property tax relief, 4.5
million families with college
tuition-related deductions
and saves 3.4 million
teachers money for their
classroom expenses.
The bill also extends a tax
credit for small businesses
who continue to pay
National Guard and Reserve
employees when they are
called up to serve.
Congressman Cuellar
strongly supported and
sponsored several parts of
the bill, including a
provision to extend tax
credits for Texas' low-
income rural and urban
community "Empowerment
Zones." These areas can
apply to receive favorable
tax credits to boost local job
growth and stimulate local
economies.
Part of the Rio Grande
Valley and the City of
Cotulla, Texas are
considered "Empowerment
/.ones" and currently Cotulla
receives these tax breaks.

The wet and chilly weather
pattern that has been
prevalent this fall showed up
again last week as most of
Stan; County received 1.5 to
2.5 inches of rain from
Tuesday afternoon, Dec. 15
through Wednesday evening,
Dec. 16.
The widespread soaking
rains were triggered by a cold
front that dropped
temperatures into the 40's
from Tuesday evening until
Thursday morning.
The moisture began as
light drizzle during the mid-
afternoon hours on Tuesday.
The rains increased to a
moderate pace during the
evening hours and became
heavy at times just after
midnight.
The Rio Grande City Fire
Department recorded an
overall total of 1.70 inches
with 1.17 inches falling on
Tuesday, Dec. 15 and .53
inch falling on Wednesday,
Dec. 16.
Dr. Roberto S. Margo of
Rio Grande City reported.
"We got 2 1/2 inches here in
town at the clinic. We got 1
1/2 inches at the ranch in
northern Starr County."
Bob Alderman, who
resides in the western section
of Rio Grande City, indicated
that his rain gauge registered
1.8 inches over the two-day
period.
An official at the Roma
Police Department indicated
that a rain gauge on the
premises registered 2.5
inches over the two-day
period. A total of roughly 4
inches earlier fell there on
Nov. 30 and Dec. 1.
The RGC Fire Department
recorded the following daily
low and high temperatures:
Tuesday, Dec. 15- low
43, high 62; Wednesday,
Dec. 16- low 43, high 47;
Thursday, Dec. 17- low
43. high 67; Friday, Dec.
18- low 47, high 65;
Saturday, Dec. 19- low
47, high 69; Sunday,
Dec. 20- low 44, high 69*.
The Dec. 15-16 rains
provided additional rwnsture
after showers on Nov. 30-
Dec. I dropped roughly 2
inches of rain in the
immediate Rio Grande City
area. On Dec 15-16, many
areas of the middle and lower
Valley received even more
rain, with 4 to 5 inches
falling in many locations.
Xavier, Lori Perez named
Christmas Parade Marshals
Both areas are represented
by Congressman Cuellar.
"Tax breaks to underserved
communities give them the
leg uu they need to spawn
growth in their
communities," said
Congressman Cuellar.
"Saving tax dollars means
more money can be invested
in the community and attract
outside investors to develop
in their towns."
Congressman Cuellar also
sponsored a tax provision to
enhance charitable
deductions for book
contributions to public
schools and supported tax
deductions for areas affected
by federally-declared
disasters.
The extensions would also
serve as a boon to the
sluggish real estate and retail
development >markets,
providing property tax
credits for homeowners and
$5 billion worth of
incentives to encourage
improvements to retail
stores, constructions of

The Rio Grande City Main
Street Board honored Xavier
and Lori Perez as parade
marshals for this year's
Aloha Christmas parade.
Xavier and Lori Perez are
both natives of Rio Grande
City. They have four sons,
Dustin Alan, Jason Eli,
Bryan Ray and Steven James
Perez. Dustin is a
sophomore at Lee College in
Bavtown. and their three
other children currently
attend Immaculate
Conception School.
Xavier Eli Perez is the son
of Yolanda Perez and the
late Gustavo Perez. He
graduated from Rio Grande
City High School in 1986.
and attended Texas A&M
University in College Station
where he graduated with a
Bachelor of Science degree
in Agricultural Economics in
1989. He worked with the
Federal Land Bank
Association of Edinburg
from 1990 to 1996. He went
back to school to study
accounting and worked with
Molina & Associates until
he received his license as a
Certified Public Accountant
He then established his own
business as Xavier Eli Perez.
CPA, PC, and later partnered
with Jose A. Hinojosa in
2007 to form Hinojosa &
Perez, PLLC. He is a
member of the Texas
Society of Certified Public
Accountants and the Rio
Grande Valley chapter. He
is also the General Manager
for Peterson Beefmasters.
Xavier serves on the Starr
County Industrial
Foundation Board of
Directors, and served as an
officer of the Rio Grande
City Jaycees for many years.
Xavier has been coaching
Little League baseball for
the past six years and has
worked with the Little Lions
tee bail team and the
Diamondbacks coach pitch
team. This past summer, he
joined with other coaches to
form the Rio Bandits 9U
coach pitch team, and their
team won six tournaments
throughout the Rio Grande
Valley by defeating teams
from cities all the way from
Brownsville to Laredo. He
is currently one of the
coaches for the Ringgold
Raiders Pee Wee football
team.
He attends First Baptist
Church, and he is a member
of Immaculate Conception
Church and the Knights of
Columbus. On Wednesday
mornings, he participates in
the men's prayer breakfast at
Tako Hut. His hobbies
include hunting, fishing and
barbecuing.
Lori Peterson Perez is the
daughter of Jewel "Tissa"
Peterson and the late James
E. Peterson. She was born
in koma and graduated from
Rio Grande City High
School in 1989. She
received her Bachelor of
Science degree in
Agricultural Economics in
1993 and her Doctor of
Jurisprudence degree from
St. Mary's University
School of Law in 1997. She
worked for Garza &
Montalvo and Montalvo &
Perez, PLLC before opening
her own law firm in 2003.
Lori is a member of the
Order of the Barristers, the
College of the State Bar of
Texas, the Pro Bono
College, the Family Law
Foundation, the Aggie Bar
Association, and Phi Alpha
Delta Legal Fraternity, and
she is treasurer of the Starr
County Bar Association.
