EIGHTY THO0SAN0 TRAINMEN
Threaten to Strike at Oner. If the

Sir Thr Associated rea.i
New York. July II. Th eaatern
rallroada engaged In a wage contro-
versy with their eighty thousand
trainmen and conductors Indicated to-
night their wllllngnea to leave with
the board of mediation and concilia-
tion appointed by President Wllaon
Ihe decision aa to which questions are
to ha euhtnltteil for arbitration under
the Now Linda set.
In a latter to the leaders of the
trainmen the conference committee
of managers said It seemed to them
"that the Immediate difference of
opinion relating to Ihe points to bn
submitted for arbitration la a mailer
to he conaidered by the board of me-
diation and conciliation."
The managers had referred to the
demand that "all rueetlon of pay
and working conditions" lie settled
along with the men's demand for bet-
ter wages.
The managers In their letter of July
It setting forth their eight grievances
referred to them as to the one which
the rallroada "Intend to have incor-
porated In the agreement to arbitrate."
The roada tn their letter to the men
tonight while deacrlbing their posi-
tion aa unchanged expressed them
selves aa "willing" to refer their de
mands to the mediation boiird.
lloadi Modify IVmlilon.
President Ieo of the Brotherhood of
Trainmen commented upon Ihe
change In wording. He expressed the
belief that h cotninirlann of the phriiae
olegy of the two letters Indicated that
modification of the roada' poltlon
has taken placo within the last forty-
eight hours.
In their letters the managers nuotcid
from the record- of the meeting be
tween the conference committee and
tha trainmen's officials on July It
when A. B. 'larretson. president of
the Order of Railway Conductors had
asked that the men's sltltude In re-
gard to mediation be not mlsundor-
stood. "We. among ourselves." the record
quoted Mr. Oarretaon aa aaylng "have
not discussed the question of bring
ing mediator In. I will say to you
frankly that this condition might
readily arlae; that If disagreement
arose between us In the matter of for-
mulating the stipulations which the
Newlands bill calls for. that it would
undoubtedly be a desirable thing
to do."
Trainmen Sugipnated Differences.
The managera apparently quoted
thla with the Intention of showing
that the trainmen themselves had
suggested possible differences In fram
ing the arbitration stipulations und
had regarded the medlatlve body as
the pri;per one to which such differ-
ences should be referred.
Both Ho managers and the train-
men's committee will hold conferences
tomorrow morning the men to discuss
the letter received tonight from the
roads. Both sides are marking lime
pending the calling of a meeting with
the mediation board after its members
have been confirmed by the senate.
The men reiterated their purpose to
demand that thla meeting be held at
once and Indicated that a strike would
be called within twenty-four houra
after If the roads refused to sign a
stipulation that only the man's de-
mands was to be submitted tn arbi-
tration. The men hope the meeting sflth the
hoard can be held Monday.
Seth Low. president of tha National
Civic Federation addreased the rail-
road managers In conference today.
jss
He urged them to abandon any
thought of ant. mm ing their griev-
ances to arbitration at thla time
