Dear Fellow Texan:
During the last few weeks im-
important events have happened
that affect each and every Tex-
an and his right to veto.
For many years. 1 have con-
demned the poll tax as a barrier
to the right to vote and 1 have
cam -aigncd upon the principle
that the polt tax should be a-
bolished.
Last year I supported and
voted for an amendment to the
Fedeal Voting Rights bilt to
abolish the pot) tax s a condi-
tion '.o the right to vo:e in all the
states. Aithough we lost by a
narrow margin of 49 to 45. am-
ple 1 roof v as preserved on the
floor of the Senate that the poll
tax had iong been a barrier to
the right to vote and was ofteh
^ used to discriminate against
' people with low inct mes.
I said at that time that "more
people had probabiy been bar-
red from the ballot box in Texas
bv the poll tax than had been
barred in any other state by a
literacy test."
On February 9th of this year,
a three judge Federai court at
Austin (all three Federal jud-
ges being Texans-Judges Thorn-
berry. Spears, and Brown) held
thpt the Texas poil tax was un-
constitutional and that the doors
for full voting priviieges were
to be opened wide for all Tex-
ans for the first time since tfTb
poll tax was adopted three quar-
ers of a century ago. The bar-
rier aganist equal governmen-
tal rights for the poor man tras
ordered struck down and now
everv Texan was to have the
right to vote without having to
pay this onerous tax. 1 have
praised the Federal court for
this decision—a decision of wis-
dom and concern for our basic
right to vote.
In the speciai session of the
Texas legislature, called be-
cause of the Federal court ruling
that the poll tax was unconsti-
utional. a system of annual reg-
istration was adopted. Unfortu-

Although this annual registra-
tion law is sti!) very limited and
we stil) kept the cut off date of
January 31st which makes reg-
istration difficult, it is stii!) a
great improvement over the o]d
poll tax which the Federal court
declared unconstitutional. Only
about five states have an annua)
registration taw tike Texas and
it is more restrictive than a per-
manent registration )aw where a
person can register and remain
registered unti) they change
their residence.
Now. bringing this up to date
for those Texans who have al-
ready paid their poll tax this
sear, you are a)ready registered
to vote. But if you did not pay
the po)t tax this year and are not
registered, you sti)) have a
chance to register so that you
wiH be able to vote in the elec-
tions this year.
From March 3 to March 17,
any Texan can now register his
name and be able to vote in this
year's primary elections and the
genera] e)ections.
The abolishment of the po)]
tax is a great benefit to Texas,
as it is a step forward in the di-
rection of good government,
good citizenship and liberties for
at) in Texas. It is now up to
every citizen to exercise his
right to vote, to exercise this
right of citizenship, limited as it
has been by the Texas legisla-
ture.
