September 18, Vehicle #2 was
waiting to pull out onto US
Highway 60-83. Unit #1 was
backing to position vehicle at
the gas pump, driver didn't see
#2 behind her, resulting in the
back left of #2 striking the
back right of #1.
September 20, Vehicle #1 was
eastbound on Cedar Street.
Driver stated that he was wip-
ing his inside windshield off
and struck dumpster, then left
the scene. Driver states he was
very cold as he takes Coumadin.
September 23, Vehicle #2 was
westbound in the 400 block of
Birch. Vehicle #1 was south-
bound in the 900 block of south
4th Street. #1 failed to yield
right of way at the yield sign on
4th Street. The front of #1
struck the right back quarter
of #2, swerved to the left to
avoid the accident.
10:19 a.m., Caller saw an erratic
driver on Hwy 83.
6:55 p.m., Caller reported an
accident at Windy Acres.
10:42 p.m., Caller saw a box in
the roadway on south Hwy 83.
11:15 p.m., Caller saw people
hiding in the cemetery.

Texas Oil & Gas Report
August Permits to Drill
The Commission issued a total of 879 original
drilling permits in August 2002 compared to
1,189 in August 2001. The August total included
634 permits to drill new oil and gas wells, 28 to
re-enter existing well bores, and 217 for re-com-
pletions. Permits issued in August 2002 included
228 oil, 271 gas, 354 oil and gas, 17 injection, one
service and eight other permits. In the Panhan-
dle district there were 50 permits to drill oil/gas
holes in August.
July Crude Oil Production
Texas preliminary July 2002 crude oil produc-
tion averaged 953,790 barrels daily, up from the
834,616 barrels daily average of July 2001. The
preliminary Texas crude oil production figure for
July 2002 is 29,567,497 barrels, an increase from
25,873,097 barrels reported during July 2001.
There were three oil and 26 gas completions re-
ported in the Panhandle last month.
August Oil and Gas Completions
In August 2002, operators reported 239 oil,
509 gas, 24 injection compared to 299 oil, 584 gas,
22 injection and three other completions during Au-
gust 2001. Total well completions for 2002 year to
date are 6,414 up from 5,957 recorded during the
same period in 2001. Operators reported 493 holes
plugged 61 dry holes in August 2002 compared to
995 plugged and 149 dry holes in August 2001. The
top ten oil-producing counties: in Texas during Au-
gust were Gaines (2,659,195 bbls), Andrews
(2,204,955 bbls), Yoakum (2,081,542 bbls), Hockley
(1,859,241 bbls), Ector (1,602,368 bbls), Midland
(858,825 bbls), Crane (857,107 bbls), Scurry (768,128
bbls), Pecos (743,226), Upton (645,786 bbls).
July Natural Eas Production
Texas oil and gas wells produced 483,281,476 Mcf
(thousand cubic feet) of gas based upon preliminary
production figures for July 2002, up from the July
2001 preliminary gas production total of432,429,126
Mcf. Texas production in July 2002 came from
143,533 oil and 58,749 gas wells. The top ten counties
for July were Hidalgo (23,299,064 Mcf), Webb
(22,615,808 Mcf), Panola (19,816,864 Mcf), Zapata
(19,627,483 Mcf), Freestone (18,048,104 Mcf), Pecos
(16,973,715 Mcf), Starr (13,248,751 Mcf) Wise
(10,453,939 Mcf), Brooks (10,081,403 Mcf), Crockett
(9,126,118 Mcf).
