Happy State Bank welcomes Karr Ingham
J. Pat Hickman, Chairman and CEO of Hap-
py State Bank, announced that Karr Ingham
has joined Happy State Bank as the bank's chief
economist. He will office at Happy State Bank's
downtown Amarillo location. Karr Ingham is
a native of Stratford and graduated from West
Texas A & M University with a Bachelor's of
Business Administration degree in Economies.
He is a member of the U.S. Association of Ener-
gy Economists and the National Association of
Business Economics. Additionally, he serves on
the Natural Gas Supply and Demand Commit-
tee ofthe Independent Petroleum Association of
America, He and his wife, Elizabeth, have two
daughters, Allison and Grade, and attend Trin-
ity Baptist Church. Ingham has established
an economic tracking system that will reliably
track business and economic cycles ata regional
level and assign growth rates over time to those
same economies. He currently conducts ongo-
ing analyses in a number of cities and metro
areas in Texas and elsewhere. "Through his as-
sociation with the bank, our hope is it will give
us a better understanding of the economy of the
Texas Panhandle as a whole/' stated Hickman.
Hickman also acknowledged that with the di-
verse economy of the Panhandle, this will help
the area recognize the importance of Amarillo
to the Panhandle and the Panhandle to Amaril-
lo. "Our plan is that Karr will bring us greater
insight as to what makes the Texas Panhandle
a wonderful and unique economy of its own and
wonderful place to live," added Hickman. #09
New law affects IS-to 24-year-old
driver license applicants
Starting March 1, 2010, driver license ap-
plicants between the ages of 18 and 24 must
complete an approved driver education course
and a driving skills test to become a licensed
driver in Texas. Applicants must submit a
certificate proving that they successfully com-
pleted a driver education course approved by
the Texas Education Agency. Senate Bill 1317,
passed by the 81st Texas Legislature in 2009,
created this requirement and authorized the
development of a six-hour adult driver educa-
tion course to meet the needs of this group of
drivers. Applicants who present proof of suc-
cessful completion of the approved course will
not be required to submit to the written high-
way signs and traffic laws test required under
section 521.161 of the Texas Transportation
Code, but must still pass the driving skills ex-
amination. A dx-iving safety course or drag and
alcohol driving awareness program are not
acceptable as driver education courses for this
requirement. A list of approved courses can be

affect applicants ages 15 to 17, who are still re-
quired to complete a driver education course to
