Washihgtow, April 2—It ia ru-
mored that the Judiciary Committee
will resigo. It i> stated rather loosely
in this connection that the recent den
feats of this committee result frnm a
conspiracy to reconstruct it, whereby
Drake and Morton will have places.
New York, April 2—Yesterday's
Express says: The railway market,
was weak aud lower at close. Lake
Shore heavy and declined to 80J,
owing to heavy amounts of borrowed
stock belDg unexpectedly returned;
Northwest, Common and Rock Iolaud
were the strongest stocks among
W< stern shares; Northwest sold up
to 734 but closed at 721 to 721; Rock
Island closed at 117 to ll7i, exdiyir.

cotton movement for the week shows

ton year were 2,400,346 bales, against
1,344,900 last year. Exports for the
week, 72,525, against (34,092 for the
same week of I860. Exports thus far
in the cotton yeur reach 1,541,400,
against 1,019,050 last year. Stock at
all ports, 432,2 W, against 375,589 last
year. The market duviug the week
hasheen comparatively quiet and de
void of any special feature.
Import of specie during the week,
5,700,000 francs, or about $1,000,01)0,
by steamers Harmonm and Hreiuen,
created considerable talk on thestreet.
In regard to this import of specie, we
may mention the fact that some time
since a Southern Railroad Company
negotiated its bond# to the extent of
$4,000,000 in Europe. Exchange
against those bonds was drawn at a
time when the exchange market was
greatly depressed, and at its lowest
point; the bills could not be sold nn
less at a great sacrifice, and bankers
drawing them ordered the gold from
Europe. This is the explanation of
the present tlow of gold from Europe.
The general trade of the city has
been dull during the week, and less
intensified by the annual occur.*
rence of April settlements in the in-
terior,the agitation of the funding bill,
and the announcement that the Su-

tender question. The country needs
rest, and the sooner Congress settles
the funding question the better for
the legitimate business of the country.
The spring season thus far has been
nothing but a season of losses. -The
foreign commerce of the week;has not
been very heavy. Tho imports were
$5,882,712 in dry goods and general
merchandise and about $1,400,000 in
specie, while the exports were $3,559,
553 in produce and merchandise and
$206,952 in specie. The sub-treasury
received $2,916,228 in gold for cus<
toms during the week, and disbursod
$254,842 on account of the coin inter-,
est.
The bank statement is very UDfa~
vorable. The lo?s in the legal tender
reserve is $5,000,000. Some currency
haa been sent to the interior, but the
heavy loss in legal tenders has given
rise to the impression that there has
been a lock up.
Washington April 2—At a negro
meeting today, a colored man said he
was beyond Mr. Sumner in his claim
for equal rights for the negro, he
would not rest until the colored man
could safely vote the Democratic
ticket.
London, April 2 —The Irish force
bill passed both Houses.
The boat race is six to four in favor
of the Oxfords.
Paris, April 2.—The third Parlia-
mentary crisis is at hand. The Ems
peror desires to submit the new order
of things to a vote ol the people, and
ministers are not willing to permit
discussion of Senatua Consnltmn by
Corps Legislatift'. Nothing definite
on these points is known now, but
a declaration front Cabinet, is expect-
ed to be made, at opeuing of Cham*
bers, to-morrow. It is reported
that Prime Minister Ollivier, will ask
for a vote of confidence, and if this is
refused, he will resign.

Paris, It is said he will go to Bels
gium.
Madrid, April 2 —In C irtes, yest-
erday, the now Colonial Minister, in j
reply, to a question from Unionist, '
Deputy, said his p.ilicy in tegard
to Colonial reforms wtiuld be the same
as that of his predecessor. lie ex-
pressed his disbelief in rnmors of die*
astrous events in Cub.t, and
discredited the report, that there was
any diplomatic arrangement between
the Uuitfd Stit >s and ftreat Brit^an,
on the Cuba question. A motion to
postpone consideration of the new
Constitution for Porto Rico, was de-
defeated by 103 to 113. Unionist
deputies left the Chamber before the
vote was taken.

from Sickles indicate a crisis rapidly
approaching in Spanish affairs.
Portland, April 3 —Ice from the
Kennebec is passing out without
damage.
San Francisco, April 3.—Coinage
for March nearly a quarter of a mil-
lion, for the quarter, nearly five mil-
lions.
Washington, April 3.—The Pres*
ident is reported as expressing the
belief that the Senate would not rat- '
ify the San Domingo treaty, and de-
precating any further struggle. Sen-
ators say 11k voto will never bo reach-
ed, but the treaty v, ill be allowed to
fail by general oonscnt.
