Last fall, negotiations between the two entities
fell through, and the federation decided to re-bid
the games.
Montreal contends that negotiations broke
down over financial control and budget issues.
Montreal's initial bid was for S20 million, but
the federation wanted to lower the budget.
Webster said, in a previous interview, that the
federation decided to be more financially conser-
vative, because the success of the games was crit-
ical to its future.
Previous cities, including Sydney in 2002, had
lost money on the games, and the events of 9-11
had a negative effect on the economy, she added.
Webster said Chicago's modest budget pro-
posal, and a plan that leaves room for growth, are
ideal for guaranteeing the preservation and suc-
cess of the games.
Chicago also has great sporting venues, and
the location is good for all of North America, she
added.
The 2006 games will be the first held in the
United States since 1994.
Because of the U;S. venue, Webster and Baim
expect the games to draw a bigger crowd than
originally planned for.
A U.S. host for the games also raises another
concern for organizers. "We are certainly very
distressed" in regards to immigration laws, Baim
said, but she hopes potential visitors will realize
that the people of Chicago welcome them.
"We may have administrations come and go,
but the people of America are very progressive,"
she said. "Certainly, the people of Chicago wel-
come the Gay Games."
Baim said the U.S., like Canada, has HIV
immigration bans in place, but Chicago, like
New York city did in 1994, expects to

BAD BLOOD
Accusations continue to fly between the
Federation of Gay Games and organizers of
Rendez-Vous Montreal 2006, Montreal's
planned GLBT sporting event.
Montreal organizers accuse federation offi-
cials of deliberately trying to divide the
American gay community by scheduling their
event just two weeks before Rendez-Vous
Montreal, set for July 29-Aug. 5, 2006.
When negotiations to host the Games in
2006 fell through, Montreal organizers asked
the federation to put off the Gay Games for a
year.
"Holding them so close together will delib-
erately divide the American gay and lesbian
sporting community," said a statement from
Montreal 2006.
Kathleen Webster, co-president of the feder-
ation, said the Gay Games have happened
every four years since 1982, and they will con-
tinue on that schedule. "It's Montreal's dec-
sion to hold their premier event the same
year," she added.
Jean-Yves Duthel, spokesperson for
Montreal 2006, said Montreal is not afraid for
the Gay Games to be held two weeks before the
Montreal games, but it's "not fair of the [fed-
eration] ... to put such pressure" on GLBT ath-
letes and teams.
The federation has received a tremendous
amount of international support for the games,
Webster said.
Last week, an opinion piece by sports
columnist Jim Provenzano questioning the
actions of Montreal 2006 appeared in Dallas
Voice.
According to Provezano, an application to
trademark Rainbow Games was filed by Marie
Laure Leclercq, an attorney representing
Montreal 2006, months before negotiations
between Montreal and the federation feil
through.
Provenzano said Montreal 2006 never
intended to arrive at a licensing agreement
with the federation, and questioned whether
Montreal coordinators used the federation's e-
mail database to create their own list of con-
tacts.
Montreal 2006 said the accusation that It
negotiated in bad faith was false.
In a response to Provezano's column,
Montreal 2006 contends their registration of
the brand Rainbow Games had no bearing on
their decision not to sign an agreement with
the federation.
Montreal 2006 goes on to accuse some
questioning Montreal's actions concerning the
e-mail database and during final negotiations
between Montreal and the federation of perpe-
trating lies.
