former president of the Dallas chapter
of the group, said he advised the 50-
year-old Dupree to be discreet about
his relationships.
"I've talked to Mike," Bailey said.
"I've said, 'Mike, I just want you to be
cognizant you are an elected official

and that you are living in a fish bowl.
Everybody is looking at you, and
everybody can see you. Just be aware
of that.'"
If Dupree's attorney, John Barr, is
correct in his claim that bigotry — in
particular a homophobic double stan-
dard —has contributed to the gay con-
stable's legal problems, then Bailey's
concerns appear to have been well-
founded.
The Dallas County Commissioners
Court on Tuesday, March 6 appointed
retired Judge Maryellen Hicks, of Fort
Worth, to investigate complaints by
three of Dupree's employees that they
were forced to work in a hostile envi-
ronment. Two alleged they were vic-
tims of sexual harassment, and the
other employees claimed to have wit-
nessed harassment.
Dupree is currently on a two-week
vacation, according to county officials.

New York senator says she opposes military's ban on
openly gay service members, will have 'open door' policy

WASHINGTON — Democrat
Hillary Rodham Clinton told one of
the nation's leading gay rights group
in an unpublicized speech that she
wants a partnership with gays if elect-
ed president.
Clinton also said she opposes the
"Don't ask, don't tell" policy regard-
ing gays in the military that was insti-

tuted during her husband's presidency.
"I am proud to stand by your side,"
Clinton said in a keynote speech
Friday, March 2 to the Human Rights
Campaign. Neither Clinton's cam-
paign nor her Senate office made any
announcement that she would be mak-
ing the address.
