The Governor's Committee oin Aging proposes to adopt by
reference the Older Americans A\ct of 196.;, as amended. 42
United States ('Code Section 3001. et seq. The Older Ameri-
cans Act was enacted by Co('(ingress in 196 to coordinate pro-
grams for the elderly. Title I of the A\ct is the declaration of
objectives and definitions, Tit'll le 11 establishes and defines the
functions of the Administrationm tin Aging: Title Ill contains
the provisions foir grants for state and community programs:
Title V establishes community service employment for older
Americans: and Title VI is grants for Indian tribes. The most
recent amendments to the Act in 1978 consolidated three ac-
tivities under Title III, social services. nut ri tion services. and
multipurpose senior centers. Emphasis is placed tiln the
development oif comprehensive and coordinated delivery
systems for services to the elderly. The requirements which
must be met by the Governor's Committee oin .\ging as the
state agency on aging in Texas are specified. as is the role of
area agencies in aging.
Estimated grants by the federal government and estimated
costs ti state and local government units participating in the
programs for the elderly based upon federally mandated
matching fund formulas as projected by the (Governor's Com-
