maintenance of government-owned contractor-operated vehicles supporting the student training
and aircraft repair.
P. In December 1966, Fort Wolters was directed to produce output of 575 students
every four weeks, the largest expansion program since it became a helicopter training center. To
provide facilities for the increase in student output, the District Engineers let eight construction
contracts. Five of the contracts were for construction of on-post facilities; the remaining three
were for off-post facilities. The five on-post contracts were contracted by package numbers, with
the exception of a turfing and landscaping contract. The on-post facilities consisted of
construction of new troop housing, community facilities, administration buildings, academic
buildings and dining facilities. The off-post facilities were an instructor/pilot briefing building at
Downing Heliport, five refueling stage fields and five tactical stage fields, and the "West Heliport"
located on 162 acres of fee purchased land. The heliport was dedicated as Dempsey Army
Heliport in February 1968.

aircraft instrument-training facility, an additional instrument training building, academic building,
Officers' Club, aircraft paint shop, bowling alley, and an underground electrical distribution
system in the 500 area.
TROOP UNITS AT FORT WOLTERS
A. 864th Engineer Battalion
1. Upon the transfer of Camp Wolters to Army control the principal unit on the
installation was the 931st Engineer Group (Construction). In addition to Group Headquarters, the
Group was made up of the:
815th Engineer Battalion
855th Engineer Battalion
864h Engineer Battalion
600th Engineer Company (Field Maintenance)
273rd Engineer Detachment (Processing and Quarrying)
61st Engineer Detachment (Field Maintenance)
2. The 931st constructed most of the helicopter school facilities available through 1965.
Assigned as a training project, work on a maintenance heliport, four stage fields, classrooms and
access roads to stage fields was started in June 1956 and completed April 1957.
