of a State Bank
Vernon's Texas Civil Statutes, Article 342-401a, requires any
person who intends to buy control of a state bank to file an
application with the banking commissioner for the commis-
sioner's approval to purchase control of a particular bank. A
hearing may be held if the application is denied by the com-
missioner.
On January 10, 1978, the banking commissioner received an
application to acquire control of Citizens State Bank, Frost,
Texas, by Eddie Max Park, Fort Worth.

Environmental Law Institute
The Environmental Law Section of the State Bar of Texas
will sponsor an Environmental Law Institute on February 23
and 24, 1978, at Stouffer's Greenway Plaza Hotel in Houston,
Registration begins at 8:30 a.m.; the program begins at 9 a.m.
The proposed program topics are: coastal zone management
and the Corps of Engineers; surface mining and strip mining;
solid waste; air pollution; water pollution; toxic substances;
and litigation. The institute will include extensive written
materials.
The pre-registration fee is $40; registration at the door is $45.

eries and installs them into a customer's property is a con-
tractor within the meaning of Texas Taxation--General An-
notated, Article 20.01(T).
(b) The making of custom-made draperies for a con-
sideration, where no installation is involved, constitutes
manufacturing, and a charge for the labor involved is pro-
perly includable as part of the sale price of the manufactured
item for sales and use tax purposes.
