A woman in red holds a giant pair of scissors; she has just cut the ribbon. Father John H. Kappe, the pastor who gave the ceremonial invocation, stands amongst the postal workers, all of whom are wearing red blazers.

League City residents organized the Library in 1971. It was renamed in 1985 in honor of one of the charter members Helen Hall. Today, it's one of the busiest and largest libraries in the Galveston County Library System and is also a member of the Houston Area Library System.
