NINTH ANNUAL REPORT
Merit Badge Pamphlets
A series of merit badge pamphlets, now in preparation, several of which
are already in print, will undoubtedly tend to stimulate the interest of scouts
in the attainment of the merit badges, a highly desirable condition of affairs
and one which will unquestionably add to the duties and responsibilities of
the National Court of Honor in this connection.
The Executive Committee composed of the Counsellors, together with its
expert advisors, is planning for much greater results during the coming year,
and wishes to assure the National Council and the Executive Board of its
hearty support and cooperation in all efforts to add interest, pep, and efficiency |
to scouting.

THE work of this Committee, during 1918 was carried on along lines similar '
to that of former years. Questions pertaining to interpretations and pro-
posed changes in requirements were submitted, by mail, to the dif-
ferent members for consideration before action was taken.
New Rulings on Wearing Insignia
On Thursday, November 26th, a meeting was called at National Head-
quarters and a program presented covering many phases of scouting activities
throughout the country.
Numerous important matters were discussed and the following suggestions
and changes, to go into effect immediately were approved:
1. _ All scouts shall be required to wear upon their scout hats, at
all times, the regulation scout pin, indicative of their rank.
2. Only the official badge of their highest rank shall be worn by I
scout officials and scouts. This refers especially to the Eagle, Star and
Life metal badges.
_ 3. _ Scouts who are using money, earned by themselves, to maintain
life insurance policies shall be considered as having successfully met
requirement No. 9 for second class and No. 2 for first class,-
4. An emblem should be designed in metal representing a first class
badge for use as an ornament on poles displaying troop flags.
Merit Badges
5. _ A merit badge for Hiking (Walking) was approved. Dr. Fisher
Chairman of this Committee, and Dr. Finley, Commissioner of Educa-
tion of the State of New York, were requested to submit requirements
for future consideration by this Committee.
6. No additional merit "badge other than the above, shall be adopted
at the present time unless it shall add to the program of the Boy
Scouts of America.
7. The requirements for the Wireless merit badge as reported re-
commended in the Eighth Annual Report were adopted and instructions
issued to prepare a design for this badge.
