THE Scout Oath or Promise, if properly administered,
becomes a profound influence in the life of the
boy.
We maintain that we in America are a socially minded
people. What is evidence of the fact that we are socially
minded? What is the test of good citizenship? First we
must have evidence that the individual cares for some-
thing beyond himself, that he is unselfish, that he wishes
to help others. Upon what is a democracy dependent?
Here in America we are dependent upon a voluntary proc-
ess of thinking, feeling and acting individually for the
good of the community, the state and the nation.
Through the daily Good Turn, through organized serv-
ice by Patrol and Troop and Council, Scouting seeks to
give the boy a wider horizon than his own individual
selfish desires. Why should a boy wait until he is 21 years
of age to become a participating citizen? All around him
there are chances for him to take part in civic affairs.
There are tasks that give the Scout an opportunity to
serve his community and to develop interest in others and
a habit of unselfish service.
Reverence and Tolerance
Is there better exemplification of the American Way,
the theme of our 30th Anniversary, than the Norman
Rockwell painting of the Twelfth Scout Law which is
reproduced on this page? It would be splendid if every
school teacher, the leaders of all Churches and Syna-
gogues and all the Bible School teachers could have this
picture and the 12th Scout Law brought to their atten-
tion. "How wonderful it would be" in the language of the
Chief Scout Executive, "if every American, yes if people
the world over, would accept and follow the 12th Scout
Law which epitomizes the American Way. 'A Scout is
Reverent. He is reverent toward God. He is faithful in
