4^ Is the top of your Troop flagpole flying all
* four of these awards — or will it be soon?
Surely all of you — leaders, committee members,
Scouts and parents — are working together as a
team, full steam ahead, to accomplish the goals
you've set for yourselves and to achieve these
awards. The real value of the Three Year Program
is its simplicity. It merely lays stress on the things
that any really good Troop has been doing right
along.
The awards are the same for Packs, Troops and
Explorer Units — see pages 12 and 32.
You probably know that you apply for these
awards on the "Troop Annual Report" form which
should be attached to your Charter Renewal Ap-
plication.
Here are the Awards as illustrated:
If your Troop Registers on Time, you are eligible
for the "Forward on Liberty's Team Award."
The Gold Award is yours for meeting your goals
in Functioning Manpower.
The Silver Award is yours for meeting your
goals in Quality Program.
The Blue Award is yours for meeting your goals
in Increased Membership.
Since goals and awards are based on the Charter
year of the Unit, every Unit leader and Committee
will want to:
1. Check up now on progress and take the nec-
essary steps to complete all goals by the end of the
Charter year.
2. Make a complete survey of the year's work
at the Unit's Annual Charter Review, and apply
for whatever awards have been earned.
3. Give due publicity to the awards and use
them to stimulate the Unit to do even better Scout-
ing in the coming year.
