Scouters from other lands received
their share of the spotlight, too.
Antonio C. Delgado of the Philip-
pines, Charles Celier of France and
J. Bower Carty of Canada (above)
received Silver World Awards for
distinguished international Scout-
ing service. This was the second
year that the Silver World Awards
were presented.
"Outside of my family, Scouting
has meant more than any other
influence on my life." So said
Kenneth L. Beale (above), winner
of the Reader's Digest-BSA Speech
Contest as he shared thoughts
with fellow Scouters. (Right) Larry

president, saluted winners of
the Young American Awards.
The improved Scouting program
that goes into effect this Sep-
tember won enthusiastic endorse-
ment at the 62nd Annual Meeting
of the National Council in Los An-
geles, May 17-19.
The board adopted several
changes in the Boy Scouts of
America's bylaws to implement the
changes. Hundreds of the 3,500
Scouters and their wives who at-
tended the annual meeting flocked
to booths manned by members of
the national Boy Scouting Commit-
tee who had developed the improve-
ments and were anxious to share
first-hand word on the changes.
And, to make sure that nobody
went home uninformed, highlights
of the Scouting improvements were
presented at special luncheons.
The idea exchange wasn't re-
stricted to the Scouting program.
There were seminars for council
presidents, commissioners and op-
erating committeemen; there were
workshops for leaders on such proj-
ects as Operation Reach, Cub Scout-
ing day camps and sustaining
membership enrollment. In "Pot-
