of appointment and the duties and responsibilities of the
members; transferring all property heretofore acquired for the Palo
Duro Canyon State Park and the Palisades State Park to said Park
Board, and prescribing the powers, duties and responsibilities of said
Board; authorizing the appointment of a Treasurer for said Board
and requiring a bond and prescribing the duties of the Treasurer;
conferring upon said Board the power of eminent domain and
declaring an emergency,"
was passed by the Forty-fourth Legislature in regular session and is
now before me, as Governor, for approval or veto; and
WHEREAS, Said bill creates a new Park Board of five members whose
terms of office shall be six years; and in effect takes jurisdiction away
from the present State Park Board; and
WHEREAS, In my judgment, as well as that of many of the citizens
living in the counties adjacent to said Palo Duro State Park, it would be
unwise both from the standpoint of said Palo Duro State Park and
the State as a whole to remove it from the State Park System, and
would be but an entering wedge to a separate park board for each
State Park; and
WHEREAS, The present State Park Board in the past has maintained
an advisory board of one member in each county, and the chairman of
the State Park Board has assured representative citizens of the Panhandle
of Texas that he will be happy to appoint an advisory committee
of three outstanding citizens residing in the counties adjacent to said
Palo Duro Park,
NOW, THEREFORE, In view of the foregoing, and because it is my
belief the best interest of Texas, as well as the Palo Duro State Park
will best be served by vetoing this bill,
NOW, THEREFORE, I, James V. Allred, Governor of Texas, by
virtue of the authority vested in me by the Constitution and laws of
this State, do hereby proclaim said bill vetoed for the reasons above
set out and now on file in the office of the Secretary of State.
