IN
it seems in order to review
some of the major accomplishments
of our community during the year
just ending
TOWN TOPICS
S THE NEW year dawned the
Womens Civic League and
other citizens were beating the
drums for the city manageralder
manic form of city government The
election was called and the form
adopted
New city officials almost immediately
called an election to cxpand
city water facilities including a half
million gallon overhead storage
tank new wells in the water district
and expanded water mains
The election carried
One of the major accomplishments
of the new administration was reorganization
of the city police department
Other major improvements
include the purchase of a
street sweeper and a police car
Nothing has been done about
street lights in the vicinity of the
editors home although just a block
away in front of the First Baptist
church there are three streets lights
in one block
TOWN TOPICS
OF commerce has
CHAMBER
worked closely with the city
in encouraging the State Highway
Department to widen highway routes
through town Perhaps the major
hurdle has been accomplished on
this project since the Highway Department
recently announced its approvalTitle to Tule Lake lias been obtained
the lake has been stocked
with fish a golf course will be constructed
soon and other improvements
likely will follow as a result of
transfer of the lake to the city
The chamber worked with other
civic organizations in completing
the swimming pool during 1954
TOWN TOPICS
URING THE YEAR two Tulia
churches voted to expand
their educational facilities
The Central Church of Christ and
the Presbyterians are planning additions
of about 5000 square feet
each
TOWN TOPICS
ROGRESS HAS been the keynote
of the Tulia public
school system during 1954
This progress culminated in the
passage of a 450000 bond issue this
month which will finance a new
high school building a new auditorium
will modernize the junior
high building and enlarge the school
cafeteria
TOWN TOPICS
REATEST PROGRESS on the
county level has been the
separation of the offices of sheriff
and that of tax assessor and collector
and the employment of an assistant
county agent
Authorization of a new National
Guard armory to cost about 80000
added another note of progress to
the local scene
A major contribution to the community
during 1954 has been the
new radio station as well as several
other additions to the Tulia business
district
Several business fronts were modernized
during the year
Construction of new homes continued
during 1954 adding to the
looks of the community and to the
tax rolls
1954 saw the completion of a 4lane
divided highway through Swisher
county
It saw one of the most bountiful
fall harvests in the history of the
county boosting farm income to
15 million dollars for the year
TOWN TOPICS
LTHOUGH 1954 was a year of
progress for Tulia and the
county we must not feel that everything
we need has been achieved
and that we can now rest on our
oars
There is much more to be ac
accomplished
The city faces the problem of additional
street lights of more curb
tocurb paving in the residential
areas
There are more business fronts
which need face liftings
Steps should be taken to provide
a permanent fair grounds for the
county
The police department needs an
additional patrol car
Tulians need to quit playing Santa
Claus to every section of the county
except Tulia when it comes to
locating farmtomarket roads Certainly
other sections need their proportionate
share of farm roads but
it appears we have gone so far in
playing the bighearted old grandpa
to others that we have neglected
ourselves Three of our present
county commissioners are from
Happy and Kress and that is fine
but we think it is time that Tulia
demand more representation We
appreciate the work of the court in
trying to get the present FM road
allocation in a place where it is most
needed instead of helping the State
Highway Department build another
eastwest highway through the county
But we are afraid these efforts
are too little and too late It appears
the highway departments
mind is closed
If Tulia doesnt look out for herself
who is
How long has it been since Tulia
business men really went out and
worked for a farm road that would
benefit residents in the central area
of the county Instead they listen to
threats from remote sections of the
county which are already cutting
our throats by doing their trading in
lainview and Araarillo Its time
peal merchants wake up and listen
to residents of the immediate area
hom we apparently take for
granted
J B Davidson City Manager
since July 7 has submitted his resignation
to the City Council effective
February 1 1955 Davidson will
terminate his active duties on Friday
December 31
Davidson moved to Tulia from
Fairview Oklahoma with his wife
Ruth and two sons James Allen
and Curtis Jay He has not announc
ed his plans for the future

Cotton Farmers Adopt Resolution chefHodgess
Calling For Greater Acreage
Representativesof Parmer Castro Deaf Smith Swisher Hale
and Floyd counties adopted the following resolution in a meeting
held at Tulia December 22
Whereas the coton acreage allotments
for 1955 in the following
counties Parmer Castro Deaf Smith
Swisher Hale and Floyd is
very low as compared with grower
trend in these respective counties
we hereby urgently request that national
legislation be introduced at
the earliest possible date in January
with clauses incorporated which
will give relief to this and similar
distressed areas and that any
national acreage increase be administered
in somewhat the same
manner as that used in 1954

The event took place opposite the
Junior High School Mondny morningMrs Ike Holman had just delivered
her daughter to school when
she became alarmed at unusual
noises In the car Chief Hodges
on duty as traffic officer rushed
over in response to her call for assistance
Disregarding personal
safety he raised the hood of the
car Brandishing a stick some
three feet In length he prodded a
kitty about one foot long from his
hiding place under the hood
As the excitement subsided the
desperate kitty was seen looking
for a new place to hide

On Vigo Road
Arthur M Vaughn 13 farm laborer
was killed late Sunday afternoon
when the car which he was
driving overturned The accident
occurred nbout 18 miles northeast
of Tulia on the Vigo Park highway
Highway patrolmen who investigated
said the accident was witnessed
by Dale Preston of the Vigo
community According to Preston
who wasdriving about 106 yards behind
the Vaughn car the victim drove
off onto the shoulder of the
road When he attempted to get
back on the pavement the car spun
put of control and turned over in
the bar ditch on the north side of
the road
Vaughn riding alone was thrown
clear of the vehicle and apparently
died instantly The body was brought
to Wallace Funeral Home at
Tulia It was removed to Coleman
early Monday for funeral services
and burial
The man was employed on the
S T Ingram farm at Vigo Park
where he had ben living for several
months
Water Conservation
Educational Meet
Swisher County Water Association
will sponsor an educational meeting
on January 6 730 pm at the
Tulia High School Cafeteria Tom
McFarland manager of the High
Plains Water District and Bill Bro
adhurst hydrologist both of Lubbock
Texas will be present to
lead a discussion They will invite
questions from the floor All Swisher
County taxpayers and other interested
parties are invited to attendThe meeting will precede by five
days an election on this issue and
provides oportunity to secure important
information before voting
Presbyterians Cancel
New Years Eve Social
The New Years Eve Social
and Service which was to be held
at the Presbyterian church has
been cancelled Uncertain weather
conditions and the fact that
many families will be outoftown
have made this decision necessary
The Communion Service will beheld
on the second Sunday In JanuaryCotton Growers
To Meet Tonight
A meeting of Swisher county cot
ton growers has been called for
Thursday night Dec 30 in the district
courtroom Purpose of the
meeting to begin at 730 oclock is
to discuss 1955 cotton acreage allotmentsPromoters of the meeting hope
that all growers of cotton will be
present

For Swisher Residents
Designation of Swisher county as an area where eligible farmrcs
can obtain emergency loans from the Farmers Home Administration
has been extended by the U S Department of Agriculture until
December 31 1955 Ralph Ii Griffitts County Supervisor said today
Applications are made at the Farmers
Homo Administration county
office The office for Swisher Couty
is located in the basement of the
Courthouse in Tulia In applying for
assistance a farmer must certify
that because of substantial losses
from the adverse weather conditions
or due to the economic factors
he is unable to get from locul
private or cooperative sources the
necessary financing to continue his
normal operations
Eligibility of applicants is deter
mined by the Farmers Home Administration
county committee
These loans may be made for the
purchase of feed seed fertilizer
and for other essential farm and

home operating expenses Emergency
loans may not be made to pay
exisiting debts Ordinarily emergency
loans to meet current operating
and living expenses arc expected
to bo repaid out of the years
income Amounts advanced for crop
production purposes are repayable
when the Income from the sole of
the crops produced with the loans is
received No loan is made unless it
appears that an applicant has reasonable
prospects for success
The government obtains the best
security obtainable for each loan
made including n first lien on all
crops to be produced witii the loan
Emergency loans cannot be used
to refinance exisiting debts

Woman Dies
Mrs Martin Reed mother of Mrs
Ray Gcrloff of Tulia passed away
on Christmas at her home near
Stamford Texas Funeral services
were held on Tuesday December 2S
Mrs Gerloff is a longtime employee
of the JLee Department Store
She and her husband were in
Stamford at the time of the mothers
death Mr Reed and other brothers
and sisters survive Mrs Reedalong
with Mrs Gerloff

An election lias been called for Jan 11 at which time Swisher
county will decide whether or not to become a part of the High
Plains Underground Water Conservation District No 1
The proposal would involve tho
levying and collection of an ad val
orem tax rate not to exceed five
cents on each 100 valuation of taxable
property within said district
for the purpose of securing funds to
maintain repair and pperate the
properties of the district and to
give and maintain proper service
for the purpose of its organization
Each municipal corporation in
Swisher shall be a separate voting
district for the purpose of this electionPolling places will be as follows
No 1 Center Plains school buildingNo 2 City Hall at Happy There
shall be one ballot box in which to
deposit the votes of those persons
residing within the corporate limits
of Happy and a separate box in
which to deposit the votes of those
persons residing in Swisher county
but not residing within the limits

All area roads remained open
Hazardous conditions prevailed on
many highways particularly west of
Amarillo and into New Mexico Inconveniences

High Plains who eagerly looked to
the skies for a ropltltion of the storm
on a grand scale
The snow which was accompanied
by high winds in the Panhandle area
was part of King Winters program
for the nation Although the eastern
sea coast basked in temperatures
reaching into the GOs the midwestern
states reported snowfall and
cold temperatures
Waddill Named
Tax Assessor
Collector
Markham Waddill has been appointed
Swisher county tax assessor
and collector by the county commissioners
court The appointment was
authorized following a recent election
In which Swisher voters approved
separation of the office from
that of sheriff
Waddill has served in the office
for five years under Sheriff Hugh
White His new appointment will
begin Jan 1 and continue for two
years
Judge Claude T Shq ltori said he
believed the separation would result
in better administration of both
offices

must be born in Swisher Hospital
to parents who are residents of the
