HOWARD PAYNE COLLEGE
GOVERNMENT
Baptist General Convention. The amended charter states
that the College shall be under the patronage and general
direction of the Baptist denomination in the State of Texas,
as represented by the Baptist General Convention of Texas.
Board of Trustees. The trustees are the ultimate source
of authority in all the affairs of the College. They act col.
lectively, through committees, and also through the President.
The President. The President is the chief executive of
the College, and is responsible to the Board of Trustees. He
is the chairman of the Faculties, and ex-officio a member of
all committees.
The Faculties. There are two Faculties: The Faculty
of the College of Liberal Arts, and the Faculty of the College
of Fine Arts. The two together are known as the General
Faculty. Whenever deemed necessary, the President may
call a meeting of any of the Faculties.
BROWNWOOD
Brownwood, the county seat of Brown County, is situated
only a few miles from the center of the State, at the junction
of the Santa Fe, and Frisco railroads. The altitude is about
1,500 feet above the Gulf. Brownwood has a population of
12,000, and its moral and intellectual tone is far superior to
that of most cities of the same size.
There are in the city fourteen churches, all possessing
commodious houses of worship. Two weekly papers and one
daily, are published. The city has excellent systems of telephone,
water works, electric lights, and gas works. Natural
gas from the Magee field furnishes cheap fuel.
Highways ten, seven and one hundred twenty-nine come
through Brownwood. Portions of these highways have been
designated by the federal government to connect the Mexican
Border with the great cities of the north and east. Brown13
