fore the sale of said lots, shall set apart a sufficient number of the
most eligibleibr a Capitol, Arsenal, Magazine, University, Acad-
emy, Churches, Common Schools, Hospital, Penitentiary, and for
all other necessary public buildings and purposes.

immediately after each and every sale, report to the secretary of
the treasury, andpay over to him all the proceeds ot the same,
and take his receipt therefor ; and said agent shall be subject to

off into town lots, until authorized by Congress. .
Section 14. Bz it farther-enacted, That the President be
and is hereby duly authorized and empowered lo contract for
all necessary public buildings, offices, &c, and draw on the
treasurer for all such sums of money as may be necessary for the
completion of the same.
Section 15. Be it further enacted, That the sum of one hun-
dred thousand dollars be andrthe same is hereby appropriated for
the purpose of carrying into effect the provisions of this Act. '

- in this Republic.
Be it cnac-cd by the'Senale and Howe of Representatives of the
Republic of Texas in Congress, assembled, That the standard value
of silver and gold coins shall be and is hereby declared to be the
same as in the United State's of America ; and the standard by
which silver and gold coin is established by the government of
the United States, is hereby adopted for the government of this

Section 1. Be it enacted by the Senate and House of
Representatives of the Republic of Texas in Cmsrress assem
bled, That an Act entitled an Act prohibiting the bonding of
duties, approved JUay 9th, 183S, be and the same is hereby re
peated.

follqwing.oath, which the President shall cause to be administer-

B, do solemnly swear (or affirm, as the case may he,) that I will
faithfully tmd, honestly perform the duties of commissioner for
the location of the.seat-of Government : That 1 will keep secret
from all and every person whatsoever,- all the proceedings, act-
ings, doings, deliberations'and intentions of myself and associ-
ates, so far as relates to our proceedings as commissioners : That
1 will neither directly nor Indirectly, neither in my own name
nor in the name ot another person, neltherby Tnyself or agent,
nor in connection with any other person, purchase, bargain, or
contract for any lands, tenements, or hereditaments within: this
Republic, from this time until my duties as coinfhissioner shall
.have terminated." Thatsatd bond 'shall lie filed in the office of
the secretary of state; that said commissoners, shall be authorized
to draw a draft or drafts on.the treasurer of the Republic for such
a sum or sums of money as may be necessary for the payment of
the land purchased by them, payable at jsuch time as maybe
agreed on by the contracting parties ; which drafts shall be sign-
ed by the commissioners and countersigned by the President ;
and that said commissioners shalLcommence their duties from
' and immediately after the close of the present session of Congress ;
that they shall discharge all the duties herein required of them ;
that they shall make a lull and complete return and report of all
their actings and doings as commissioners, to the President of the
Republic within three months from and after the time they en-
ter on their duties as commissioners, from and after which time
they shall be and are hereby forever discharged.
Section 7. Be it further enacleit7l hat thesaid-commis-sioners
shall be and are hereby allowed eight dollars per diem
during their term of service, one half of which shall be paid
when they commence, and the other half when they close their
duties ; and that ajdraft or drafts drawn by the secretary of state
in favor of said commissioners, on the treasurer, shall be suffi-
cient vouchers and authority for his paying the same.
Section 8. Be il further enacted, That from and imme-
diately after the election of-said commissioners, the Speaker of
the House of Representatives shall furnish the President the
names of said commissioners.
Sectiox W. Be it further enacted, That immediately after
the President receives the report of the commissioners, it shall
he his duty to appoint an agent, whose duty it shall be to em-
ploy a surveyor at the expense of the Government, and have
surveyed six hundred and forty acres of land on the site chosen
by the commissioners into town lots, under the direction of the
President, which shall be by said agent advertised for sale for
ninety days in all the public gazettes in the Republic, and also in
the New Orleans J3ulletin and Picayune; -and said lots shall bo
sold at auction to the highest bidder, between the" hours of ten
A M. and four P. M., and said sales may continue from day to
day at the disci etion of the agent: Proiided however, That not
more than one half of said lots shall be sold at the first jsale ; and
that said agent shall causeto be made ten plots of said city, one
of which shall be deposited with the President, one with the
Commissioner of the General Land Office, one with the Texas
Consul in New Orleans, one with the Texas Consul at Mobile,
and theremainder of "which shall be retained by the agent at said
city; and Jthe said agent'shall receive -a salary of eight dllarsT

AN ACT
To authorise the raising of a company of fifty-six men for the
Ranging service.
Section 1. Be it enacted by the Senate and House of Rep-
resentatives of the Republic of Texas in Congress assembled,
That the sum of five thousand dollars be and the same is hereby
appropriated for the purpose of raising and supporting a compa-
ny of fifty-six men to r.ct as rangers for three months, to be com-
manded by such person as the President may appoint, by and
with the consent of the Senate, whose duty it shall be to range
on the frontier of Gonzales county, and protect the settlements ;
which said sum shall be at the disposition of the President.
Section 2. B' il further enacted, That it shall be Ihe duty
of the captain of the company herein created to report to the
Seretary of War, and to the Brigadier General ofathe first brig-
ade, and keep them advised of his movements.

upon all surveys that may be returned to his office.

of the General Land Office shall pay into the Treasury of the
Republic all Government dues received by him at the expiration
of every week, as contemplated by the foregoing section of this

AN ACT

Section 1. Be it enacted by the Senate and House of Rep-
resentatives of the Republic of Texas in Congress assembled,
That from and after the passage of this Act, if any person shall
be found guilty of harboring or clandestinely supporting any
runaway negro slave, or negroes indentured for a term of years,
or in aiding and assisting in so doing, on conviction thereof be-
fore a court of competent jurisdiction, he shall for such offence
be fined in a sum not less than five hundred nor mare than one
thousand dollars, and shall be imprisoned not less than six months
nor more than one year.
Section 2. Br it further enacted, That it shall be the duty
of the District Judge to give this Act in charge to the Grand
Jury.
