First part of a report evaluating the environmental impacts of adopting a Habitat Conservation Plan (HCP) prepared by the Edwards Aquifer Recovery Implementation Program (EARIP) that would permit incidental take of endangered species during other lawful activities, while attempting to minimize or mitigate expected impacts.
