States have tacitly recognized the
revolutionary government of Panama
They have taken a position which
must result in the speedy establish-
ment of tho new republic on a basis
sufficiently firm to admit the making
of a treaty under which this country
can proceed to build tho isthmus canal
Then the United States will assume a
protectorate over tho canal zone
which might in case of necessity be
extended to tho surrounding country
to prevent widespread disorder
It would then bo plain sailing for
the little republic Keep the isthmus
open for traffic maintain order and
allow no bloodshed are tho orders
cabled to the commander of American
warships and marines at tho isthmus
or hurrying there
While tho state department says
this position is assumed only to pre-
serve treaty rights and maintain tho
American guarantee of freo traffic
across tho isthmus it is tantamount to
a declaration in favor of the revolu-
tion

way of a solution may result before

future market opened wild and excited
with prices 1 point below the closo of
yesterday
Within a few minutes after the open-
ing the market steadily advanced
with a general buying crazo from all
quarters until prices were 25 to 26
points higher than at the close yes-
terday
December options showed an ad-
vance of 25 points at 1057 January
25 points at 1004 and March 26
points at 1082
A bullish sentiment and belief in a
short crop and ultimately 15ccnt cot-
ton were the only causes for the ad-
vance Shorts covered freely

of being able to avert a goneral strike
of tho miners in district 15 which in-
cludes Colorado New Mexico Utah
aud Wyoming
It is understood that the Colorado
Fuel and Iron Company and the Vic-
tor Fuel Company which employ the
greater portion of tho men who will
be affected by tho strike unequivo-
cally refuse to treat with any persons
excopt their own employes direct
