Twelve army officers a part of the
total number who failed to take the
tebt ride recently prescribed by the
president were summoned before a
retiring board at Washington bar-
racks today to undergo an examina-
tion to determine their fitness to con-
tinue to discharge the military duties
they at present perform Because of
the sweeping effect of the alleged de-
termination of the president to re-
strict the active list of the army to of-
ficers of sound and vigorous constitu-
tions there is naturally considerable
apprehension on the part of a large
number of officers who while fully
able to attend to their routine duties
under existing conditions are con-
scious of their Inability to stand the
rigors of prolonged service In the
field oven In time of peace
It is not generally believed how-
ever that the president Intends to
make any wholesale retirements The
understanding at the war department

jor General Weston who is to suc-
ceed General Wood in command of
the troops In the Philippines They
are generally recognized as among
the ablest and most efficient officers
in the army but it Is questionable if
any ono of the three could withstand
the hardships of a real campaign
