House Committee Favors Penitentiary
Investigation

in opposition the bill by Senator Ter
rell of McLennan providing fore o
thorough investigation of the Texas
penitentiary system involving the
treatment of convicts was given a fa-
vorable report by the house cewnmit
tee on penitentiaries this morning
The measure was under consideration
but a few moments and no amend-
ments were even suggested
Representative A T McKlnney
whose home is in Huntsville where
some of the states penal institutions
are located was appointed by Chair-
man Elliott of the committee to make
a full report on the bill
The state cotton factory bill by
Senator Bryan was also reported fa
vorably by this committee This
measure is the same practically as
the house bill by Mr Davis and car-
ries an appropriation of 5100000 It
is very likely that the senate bill will
be substituted in the house for the
house bill
