In 1986, the Department changed from a tan uniform to a dark blue uniform. Officer Willbanks died in 2001 of natural causes, with the rank of Lieutenant. On the lower left side of the display is a picture of Officer Willbanks in the blue uniform and on the lower right side of the display is a brief statement about her service as an officer.
