Herrera apologizes for not congratulating Laurel at the moment that the counts were completed and he had been elected. Herrera explains, "I know that you understand why I had to help Brother Pinedo under the circumstances [...] a man must follow the dictates of his conscience." Herrera also expresses to Laurel that Laurel can count on Herrera for sincere cooperation and in any other way that Herrera can assist Laurel throughout his administration.

Letter from Lyndon B. Johnson expressing his gladness at John J. Herrera's interest in Luciano Richard Santoscoy, who was trying to become a Senate Page. Johnson also writes he was looking forward to seeing Herrera at the LULAC Convention in Laredo in June. The letter is typed on United States Senate Office of the Democratic Leader letterhead. In pencil, a note at the top reads: "Make 2 copies to send to Santoscoy."

Laurel requests plans for the reorganization of LULAC councils; he mentions a highly publicized divorce in Juarez, Mexico, in which Herrera represented one of the parties; and Laurel asks for legal advice on a question of property ownership in connection with the Bay City LULAC Council.

"No article regarding the history of such progress would be complete without including the rich contribution which you have made towards the same."

Laurel conveys the approval of the LULAC Supreme Council for sociological and statistical data contained in the report by Lyle Saunders and Olen T. Leonard, entitled, "The Wetback in the Lower Rio Grande Valley of Texas." Laurel writes that the council also condemns the false and prejudiced statements attributed to three people interviewed by the sociologists. This report is to be discussed at an upcoming LULAC Convention.
