It "is designed to displace the wood culverts that are used almost exclusively for the manufacture of large-sized culverts, inasmuch as vitrified pipe is not made in sufficiently large sizes for culvert use, and the ordinary large brick and stone culverts are very expensive" (lines 15-21).
