Input guidelines:

·        Use the resource as it displays to the user as the primary guide to determining the publisher.  

·        Publishers can be a person, an organization, a service, a corporate body, publishing house, museum, historical society, university, a project, a repository, etc.

·        Since a resource can have a publisher and distributor or more than one entity responsible for making the resource available, this element is repeatable. Use separate Publisher elements to enter multiple publishers

·         Publishers will generally be corporate names so transcribe them with the first letter of each word capitalized.  Omit initial articles in publisher names and follow the same guidelines for the form of organizational names as for Creator.

·        Use of authority files, such as Library of Congress Authorities File (LCAF) is encouraged. This file is available at http://authorities.loc.gov.

·        Enter group or organization names in full, direct form. In the case of a hierarchy, list the parts from the largest to smallest, separated by full stops.

·        The Publisher element contains information about the digital publisher. Publisher information from earlier stages in an object’s publishing history may be listed in elements such as Source and Contributor.

·        In the case of outsourcing, the Publisher is the agency that paid to have a resource digitized and not the agency who held the contract to do the actual scanning/digitizing. For example if the University of North Texas Libraries contracted to digitize its endangered old indigenous collections/publications, the Publisher is the University of North Texas. The name of the contract agency that actually did digitization work for University of North Texas should be recorded in other (such as note) elements.

·        If the publisher is the same as the creator, enter the name or entity in both the Publisher and Creator elements.

·        When in doubt about whether an entity is a publisher or a creator, enter an organization as publisher and a personal name as creator.

·        If a publishing statement cannot be found, but if the resource is a component of an official organizational server, use the name of that organization as the publisher. If the server is a hosting service for a variety of organizations, do not use the hosting organization as the publisher.

·        If the nature of the responsibility is ambiguous, the recommended practice is to use Publisher for organizations and Creator for individuals.
