Description: A blind carbon copy sent to John J. Herrera of a letter to Jacob I. Rodriguez of The Pan American from Pauline R. Kibbe, Executive Secretary of the Good Neighbor Commission of Texas dated September 1, 1944. This letter was written in response to an article in The Pan American reprinting an editorial in the Houston Post about discrimination in Texas. The Good Neighbor Commission plan "Community Organization for Inter-American Understanding" is referenced.
