PRESIDENTIAL NEWS SECRETARY RONALD ZIEGLER SAYS THE NIXON ADMINISTRATION IS EXAMINING ALTERNATIVE COURSES OF ACTION THAT MIGHT BE RECOMMENDED TO CONGRESS. BUT HE DID NOT DISCLOSE ANY DETAILS. PRESIDENT OF THE INTERNATIONAL LONGSHOREMEN'S AND WAREHOUSEMEN'S UNION--HARRY BRIDGES--SAYS THE UNION BROKE OFF NEGOTIATIONS WITH THE PACIFIC MARITIME ASSOCIATION ON THE ISSUE OF RETROACTIVITY.
