Fort Worth City Manager Cookingham says "no," he is
not putting pressure on police chief Hightower to
resign. Cookingham says he only knows what he reads
in the newspapers -- and the evening edition of the
STAR TELEGRAM quotes sources close to the police chief
as saying Cookingham would like to relieve Hightower
because, he is maintaining too much "deadwood" on the
police payrolls. The sources say the reference appar-
ently is tom division heads within thedepartment.
The sources sai that a Cookingham
assistant has been tattling to him about police activi-

ties, including one unproved incident in a
patrolman was accused of reading a lurid novel while on
duty. Cookingham doesn't go out of his way to compli-
ment Hightower, but he denies the report he wants High-
