Unfortunately, grant funding
from the state for such projects as
new special ed classrooms has ap-
parently run out, and the only other
funding alternative is money from
the co-op member school districts,
Dickerson told the superintendents,
who instructed him to get cost
figures for any proposals.
It appears as though the co-op
headquarters will be moved from
the Canton ISD campus to the more
centrally-located Edgewood ISD
campus, and the planned building
would accommodate at least 10 or
12 students now crammed into the
cramped Canton facility, Dickerson
said
However, the Edgewood facility,
as presently planned, possibly may
already be too small, Dickerson told
the superintendents, who were
meeting as the co-op’s board of
directors.
A federal judge's decision two
years ago to phase out the state
schools for special children may
force the VZ Rains Co-op to care for
several more profoundly handicap
ped children than the co op could
expect to gain through increased
population in the member districts,
Dickerson explained.
"(The emptying of the state
schools) has already started,"
Dickerson and Fruitvale ISD
Superintendent Dr. Don Travis both
noted If they put 10 (of the state
school students) in here, we re in
trouble." Dickerson said. "We've got
no place, no place at all. where we
can handle these severest kids."

Dickerson added, pointing to a
rough set of plans on the conference
table, "which was marginal (on
space) to begin with, too small."
The "graduation" of some men
tally retarded (MR) children at age
17 cannot be considered the end of
school involvement, the co op coor-
dinator warned. "If that child can-
not find a job, you have to take the
child back into your program until
he is 22," Dickerson said.
The most severely handicapped
children usually stay in formal
school programs until they are 21 or
22, he added, and then go on to
adult programs, such as the state
Mental Health Mental Retardation
(MHMR) center in Canton.
The planned building would sit
next to a nearly-completed
classroom building on the edge of
the Edgewood ISD campus. After
viewing a rough draft of a plan for a
6,010 square foot building, the
superintendents asked Dickerson to
get figures from architect Cleon
Bellomy for a larger structure.
The optimum class load for
severely handicapped students is
seven to nine per teacher, and one
teacher at Canton is currently cop-
ing with 20 students in one
classroom, Dickerson said
"When we designed that building
in Canton, we thought it would last
forever," Dickerson said. “It’s been
too small for four years now."
“I think we ought to construct a
building with a look to the future
growth in this area,“ Canton ISD
Superintendent Joe Miguel noted,
and the other superintendents
agreed.

A big problem is funding for the
building, Dickerson said. “I do not
know of any source of grant funds at
all," he said. “As far as I know, we
got the last TRC (Texas Rehabilita
tion Commission) grant given out in
the state.”
Without grant money, the only
other means of funding the building
(estimated cost $200,000 to
$220,000, if a larger building is ap
proved) will be the co op member
districts forking over their pro-rated
shares, Dickerson said.
"We need to know about frnanc
ing before we can do anything,”

As the Canton ISD needs the
classroom space occupied by the
special ed co op now (the building
under construction should be com
pleted and ready for use by
Christmas), the proposed second
building needs to be finished by next
September 1. which is already
pushing the pace, Dickerson noted
“We still have our boards to go to
and talk about this," Grand Saline
ISD Superintendent Nathan Lee
noted. “You’re talking about a
$10,000 or so commitment over the
next five years.”
The superintendents and Dicker
son agreed to meet in a week or so
(no time was set) to review plans and
cost estimates by Bellomy and con
sider the project further at that
time.
Dickerson also recommended that
the co-op consider the purchase of a
new larger bus. Three of the co-op s
four 19-passenger buses are already
overcrowded, and the 1979 model
wheelchair lifts are beginning to
wear out, he reported.
Moving the co op headquarters to
the Edgewood ISD will shorten some
routes tint are now over 100 miles
long, Dickerson said. The
superintendents agreed to look at
cost figures for a 35-passenger bus
with a new lift at their next meeting.
“Even if we order it in January, we
won’t get it for eight or nine
months." Lee pointed out.

VAN —A former manager of the
Independent American SavFhgs
branch in Van was arrested Wednes
day in Athens, according to Van
Police Chief Charles Swope.
Randy Dean McKinney, 23, was
arrested on felony theft charges after
he confessed to stealing money from
Independent American Savings
branches in Van, Athens and Tyler,
Swope indicated.
"Investigators from Independent
American Savings visited me
November 15 to go over their infor
mation,” pointed out Swope.
Swope added that McKinney
allegedly removed a total of $988
from the Van branch and a warrant
on a theft charge was issued
November 22.
“The money was removed over a
period of two months," said Swope
Bond was set at $8,000 on the Van
theft charge by Precinct 3 Justice of
the Peace Ozelle Wilcaficson.
McKinney, a resident of Tyler,
resigned his position at the Van
branch of Independent American
Savings last month
