federacy."
The French government's disapproval of Benjamin Theron's
letter and the fact that even during the darkest days of Civil War
confusion, French troops did not try to make Texas a French pro-
tectorate indicate that Northerners and Southerners had little to
fear or to expect from French designs in Texas. Perhaps France
would have welcomed an independent Texas in its sphere of in-
fluence, but Napoleon III was unwilling to commit armed ag-
gression to fulfill such designs.
