Affairs of the Association
Association. I want to take this occasion to thank the Executive Coun-
cil for its strong support and helpful advice, to express my appreciation
to our fine staff for its dedication to the work of our organization, and
to the Association members for their loyalty. It has been a good and suc-
cessful year.
This issue of the Quarterly marks the beginning of Volume 82. Dur-
ing its long history this journal has provided the major vehicle for the
publication of scholarly essays on Texas history. It constitutes the single
most important published source for the study of Texas history. Our in-
tent is to continue that tradition. Historians have supplied us with some
excellent material for the current volume, and we believe that our mem-
bers will be pleased with the forthcoming issues.
This is a good time to outline our procedure for reviewing manu-
scripts submitted to the Quarterly. More manuscripts are sent to us than
can possibly be published in the Quarterly. I read every manuscript that
is submitted. Each manuscript is then sent out to members of our edi-
torial board or to other scholars with broad and deep knowledge of the
area of the study. In evaluating a paper for possible consideration, the
following points are considered: Is the author's work original? Is the
scholarship sound? What has the author tried to accomplish and to what
degree has he succeeded? Is the contribution basically significant, or is it
peripheral? Is the work important to the specialists in the field? Is the
paper organized effectively and written in a clear, readable style?
The final decision is based on the outside readers' reports and on our
own office evaluation of a manuscript. In every case, however, a manu-
script is given serious consideration. In some instances manuscripts are
returned to authors for revision. In other cases we recommend that the
author submit the study to another journal that could more appropri-
ately publish the work.
