Accidents Gan Be Eliminated

driven.” He urged public support
of a balanced highway improve-
ment program designed to add
proven safety features to the
present highway system and
simultaneously bring rural Texas
out of the mud.
His address was sponsored by
the Texas Safety Association as
a part of the current nationwide
crusade to check -traffic acci-
dents which threaten to claim
10,000 lives and pile up a pro-
perty damage loss of $500,000,-
000* in Texas during the next
ten years, according to the As-

passes built under this program
made it impossible for a car
traveling the highway to collide

road,” he pointed out, adding
that improved automatic warning
signals at other crossings brought

and other passing movements.

clover-leaf grade separations,
divided lane roadways, and other
features sometimes criticized as
“Engineers’ Monuments,” Greer
said, “Those who berate these
safety improvements have not yet
had their accident. Those _ who
have already had their accident
and escaped with their lives are
almost unanimous in their acclaim
of these improvements which re-
duce the penalties for the in-
evitable human error in driving.)”

traffic accidents that adequate
highway design could have _ pre-
vented,” he declared. “This is
nearly half the total capital in-
vestment of the present entire
State Highway System.” He

claim the cost of a safe and ade-

rate of slaughter on our highways

Texas Out of the Mud” has al-
ways been the main objective of
road administrators in Texas and
that the increased costs of safety
features must be considered in
the light of extending new roads
into areas not served by any
road at all.
He urged support of a three
point program to protect and
maintain present road construct-
tion revenue, to secure a con-
trolled access law to realize the
maximum safety benefits from
roads now built, and a balanced
road improvement pla.T\ designed
to simultaneously bring jural Tex-

heavily traveled roads and to
bring some relief to congestion
