The latter part of 1989 has turned out to be a busy one
for DEM. Late in the year, tropical storms and hur-
ricanes, namely Karen and Jerry, provided our Division
and coastal communities with the final opportunities of
the 1980s to exercise preparedness activities. For-
tunately, no major problems resulted from these in-
cidents.
However, late in December, a Christmastime freeze
reminiscent of the 1983 big freeze occurred
throughout most of Texas. Cnce again the Rio Grande
Valley was hard hit by below-freezing temperatures,
causing considerable damage to the agriculture in-
dustry. A major disaster declaration was requested by
Governor Bill Clements, wh'ch the President granted
January 9. Disaster Unemployment Assistance, and
loans through the Farmers Home Administration and
Small Business Administration, were approved for
those hurt by the freeze in four counties -- Cameron,
Hidalgo, Starr and Willacy. The Texas Department of
Community Affairs, Texas Department of Commerce,
and Texas Department of Human Services provided
assistance as well.
Another important and highly visable activity for the
Division was the completion of the Governor's Oil Spill
Advisory Committee Report. This committee, chaired
by yours truly, reported on the preparedness level of
governmental units to respond to major oil spill and ac-
tivities needed to resolve any shortfalls in that
response. One of the major items is the need for a major
oil spill exercise on the Texas Gulf Coast. That exercise
has been scheduled for April of 1990 and will include
personnel from DEM, the U.S. Coast Guard, EPA and a
number of state agencies and local governments.
