formed French sources today hail-
ed the United States senate neu-
trality vote, and the expected
house passage of the revised bill,
as possibly the most important
single development of the war.
It was asserted that final pass-
age of .the bill would have im-
portant effects on the entire war
situation by formidably increas-
ing' the Allied material resources.
Information emphasized that
the cash-and-carry provision bene-
fited the Allies exclusively be-
cause they commanded the seas.
Between Sept. 1 and Sept. 6,
when the embargo was, imposed,
the United States shipped to the
Allies nearly $6,000,000 worth of
airplanes and parts, it was as-
serted—a rate of nearly $1,200,-
000 a day.

soldiers, mounted horses and me-
chanized fighting vehicles and
passed in review along a dusty
West Texas highway to end the
First Cavalry division’s 1939 war
maneuvers.
They saw the largest present
concentration of troops in the
United States—2,700 horses and
750 machines ranging from motor-
cycles to six-ton armored cars
were on the field in addition to
the men—climax with a parade
two weeks of mock fighting over
the rough terrain of the 40-miles-

horse soldiers align themselves
with motorized infantry and ar-
tillery in tactical ■ problems de-

New Deal Registered
WASHINGTON, Oct, 28. <UP)—President Roosevelt’s neutrality ijill
went to the house today with a thumping 2-to-l senate endorsement.
Indications were that the house would concur by a narrow margin with-
in a week.
Debate begins Tuesday, and leaders, hoped the special session
called by Mr, Roosevelt for the purpose of repealing the arms embargo
and otherwise revising the neutrality act, would be able to adjourn
by November 3.
Major Victory
The senate's 63 to 30 vote passing the bill represented a major
New Deal Victory. It was in sharp contrast to last summer’s 12 to
LI vote in the senate foreign relations committee to defer consider
ation of neutrality changes until the January session. Mr. Roosevelt
protested the delay then, and said the senate’*- action represented a
gamble that there would be no war. War broke out and the special
session was called.
Repeal of the embargo on shipments of arms, ammunition and
implements of war to belligerents is the heart of the administration’s
neutrality propram, and on this issue alone, the senate, upheld the
chief executive by a vote of 60 to 33.

It defeated an amendment by Senator Bennett Champ Clark, Dem-
ocrat, Missouri, to retain the embargo. The three senators who voted
Republican,, Kansas.

j Today house leaders are expected to announce what procedure
they will follow—whether to attempt to obtain immediate house accept-
ance of the senate bill, which would sent! it to Mr- Roosevelt for his
signature; or whether to, delay final action by sending the measure to
conference. The rules committee will meet Monday to adopt a rule for
consideration of the measure.
» Technically, the senate bill will come before, the house as an
amended version of the bill passed by the house last June 30, which
contained a modified form of the arms embargo.
Two Alternatives
In this form, the house has two alternatives: Accept the senate
amendments, or reject them and send the measure to a conference
committee representing both chambers. The house can not amend the
bill, so the debate will be confined to the broad, general issues. If
the house does not accept the senate version immediately, the confer-
ence committee can make changes which will be referred back to each
house for approval or rejection. ....................
