SETTLE TJIE QUESTION
Thero seems to be n misapprehension
on the part of the G D News and some
other Texas newspapers No ono wishes
to tear up the railroad tracks but there
are hundreds of thousands of people who
do wisb to put an end to the Intermina-
ble contentions In the legislature over
the railroad questlbn Every Inter-
est of Texas demands peace The dema
gocue on the ono hand and tbo railroad
lobbyist on the other do not want tha
question settled the one thrives politi-
cally by leaving tho question open and
tho other bleeds the roads for his in-
fluence in preventing hostile legisla-

A BEFO GGED AXTI COXMISSIOXIS T
Our esteemed contemporary tho
Dallas end of the Galveston News dis
cussing Premier Salisburys African
polloy ventures to remark that
England would perhaps have acted
more wisely by turning over the Congo
state to Germany and keeping the
eastern section where its citizens bad
possession Thero is a looseness and
a confusion of idras here quite sur
prising In the first place fcnglana
could not turn over the Congo state to
Germany or to anybody else for the
simple reason that it is a free and inde-
pendent state with an universally re-
cognized autonomy with n torrltory
whose boundaries are defined and its
form of government established and
known and Stanley is to be its ruler in
the capacity of governor general In
tho next place Germany made no olalm
to that territory The bono of conten-
tion between herself and England was on
the east and not the west ooast of
Africa Tho differences now seem to be
compromised and each allows the other
a certain share of tho spoils of territory
It is not surprising that the News should
get so badly mixed up In African mat-
ters seeing how woefully befogged it has
become concerning Texas affairs
JOJXNJiULL MAKES A TRADE
More matter for a row and an outcry
against Premier Salisbury Tuesdays
dispatches lnformod us that the London
press was in an uproar against tho
premiers plan of settlinir tho dispute
with Germany over rival claims to
African territory The preoise nature of
the dispute and the terms of settlemen t
are unknown to ns but it seems that
Salisbury gave Germany the island of
Heligoland nolyland in exchange for
a protectorate over Zanzibar an exten-
sive territory on the east coast of Afrioa
This seems to be the chief cause of offense
with the English press It is difficult
to seo why they should object to suoh a
trade Viewed by itself and without
reference to other features of tho com
paot of settlement or treatyit appears
to be au exceedingly good one for tho
English It is very probable that those
raising a howl about it are chiefly en-
emies of the government who would ob-
ject to any form of settlement Heligo
land is a miserable little island of not to
exceed three miles in olrcumference
mostly rock lying in the North sea about
forty miles from tbo mouth of the River
Elbe The English took It from the
Danes In 1807 just as thpy took Innumer-
able other islands from their owners
when found too weak to hold tbem The
Island Is convenient nnd useful to navi-
gators having several good roadsteds
but nothing else of value
In swapping it for a proteotorate over
Zanzibar England is recovering what
she lost a few years ago when she prao
tically ruled that African province
through a resident minister Gladstone
while prime minister had him reoalled
iu consequence of an understanding with
Germany relative to French aggressions
in Egypt Germany would permit Eng-
land to manage the Fronoh If England
would declare hands o2 In Zanzibar
When she did eo and Germany found
the coast clear she began a system of
encroachments on the Zanzlbarl that
ultimately pave her tho asoendenoy and
reduced the sultan of Zanzibar to a mere
figurehead as he had been when the
English influence prevailed
At present the English East African
company organized two years ago con-
trol the coast north of the German
sphjre of influence in Zanzibar for
250 m les and another English company
has tacen possession for about an equal
distance south of Zanzibar Under the
act of settlement just made publio En-
glish control seems to be made continu-
ous for several hundred miles along tho
coast Including the mouth of the Zam
besi river When it is remembered tha1
this valuable concession was obtained in

A3 TO STOEM1
A gentleman for whom The Giztrm
entertains great respect writes this pa-
per as follows
Be careful lest you raise a storm you
aro unable to control
As long as there is free speech and n
free press in this republlo there will
never come to it a storm which canna
be controlled Hero ar there where
foreign Injections have had their influ-
ence spasmodic efforts have been made
to Tolse a storm but the efforts
failed because a free press and free
speech exist In this land Tbo borrorg
of the French revolution befell a people
whose voice cas suppressed In America
In Texps there is no suppression but
liberty nnd the safety valve of freedom
is free speech
Storms nre born in suppression of
tbo people and in the desperation of peo-
ple conscious of their helplessness and if
ever there comes a storm In Texas it
will arise in a denial to the people of
their rights Will The Gazettes friend
say who it is in this canvass that would
deny to the people their rights Is it the
man who contends for or against the
railroad commission amendment
The comparison ot railroads with forms
or mines or stores U an insult to tho in-
telligence of men A man opens
a furm a mine a factory a
store and government makes no pre
tense of dictating the cnaraoter or
ablitly of bis employes but let that man
run a steamboat and government de-
mands a supervision of the pilots quali-
fications Every argument against the
amendment made by the
Is well caloulated to excite tho
lndignntion of the people thoy are told
that they have no right to regulate rail-
roads through a commission that thoir
next step will bo to regulate privato cor-
porations manufacturers and
chants that thoy are communists that
some man In New York will keep his
money at home if Texas vote as they
please eto etc eto
There will be no storm unless tho
peoplo are deniad a right which it is a
very recent form of Democracy to dis-
pute there will be no storm unloss
the people are made desperate by knowl-
edge of their helplessness to contend in
law with their own oreatures there will
be no storm unless the voioe of tha
people is suppressed
The Ga2Ette advocates the commis-
sion amendment to prevent a storm
that was gathering which threatened
not only to destroy tho Demooratio party
of Texas but the material Interests of
the state as well
If you are not enumerated to day you

4 EE2IAIIKABLE CITT
In soma respoots Fort Worth is a re-
markable olty remarkable alike for ex-
traordinary efforts successfully accom-
plished and for the most singular negli
gence nnd npathy in aeaimg wun mo
most obvious needs o our people It
hns taken In hand and successfully mas-
tered problems that seemed to defy all
efforts at solution and has engineered
projects that were thought to bo impossi-
ble and yet anomalous as it may seem
things have been and are be-
ing ignored that everybody know8
nra entirely feasible easy of
aceoinnlisbment and absolutely
necessary to the growth and commercial
prosperity of tho town Perhaps the rea-
son for this singular state of affairs will
bo found in the fact that uniformity of
effort nnd concert of action are wanting
and that our methods are similar to those
of an unorganized mob that is they are
spasmodic powerful and oftFn headlong
and erratic Our chamber of commerce
which ought to have 300 or 400 members
reputable and substantial business men
has only fifty or sixty To this handful
Is left the care of the oltys growth its
success In inaugurating newindustries

things as Fort Worth has can certainly
secure those things If she goes tbe right
