LORD SALISBURY TALKS.
A Washington special says: "Lord
Salisbury has at last broke the si-
lence in regard to the Behring sea
agreement. He has neither accepted
nor rejected Blaine's suggestion
that a closed season be agreed on
on condition that the North Ameri-
can Sealing Co. be allowed to take
enough seals to compensate them
for expenses at seal island. His
communication does not come in
writing but wr.s delivered by Sir
Julian Pauncefote to the president.
Lord Salisbury has hesitated be-
cause of strong opposition not only
in British Columbia but also in
Canada. While the president and
cabinet are willing to accept the
protestation of Salisbury so far as
circumstances justify they feel it is
getting too late in the season to
falter. If nothing more satisfactory
has been received from Lord Salis-
bury by the time the cabinet meets
to-morrow a conclusion will be
readied without his assistance".

Department to sail for Alaska where
it is surmised they will endeavor to
limit the seal catching operations in
Behring sea to the company having
the right.
The Presbyterian Assembly is in
session at Birmingham Ala. with a
large delegation and have transacted
a good deal of work for the benefit
of their denomination.
Judge Bbeckenbidge of St. Louis
dropped dead at the conclusion of a
speech on the subject of the
charges of heresy against Dr.
Briggs in the Presbyterian assembly
at Detroit.

Blaise's condition is causing con-
siderable anxiety at Washington
where the President has to act as
Secretary of State. It is rumored
that Blaine is a physical wreck and
that his mind is wandering.
There are rumors of a secret
treaty between Mexico and Salvador
against Guatamala and it is believed
that tha Mexican authorities have
given aid to the Chilian insurgents.
If the reports are well founded it is
no credit to llexico and will lend to
confirm the outside opinion that
Mexicans are treacherous.

RiiLWAr Commissioner Foster has
returned from a two weeks trip to
Georgia and Alabama where he
went to study the effects of a rail-
way commission where they know
what it is and appreciate it.
There will be a bill introduced in
the House of Commons Monday
which will prevent British subjects
from catching seals in Behring sea
for a period the extent of which will
be stated when the bill is brought
forward.

Ont." is suffering with indigestion
and Blaine has the gout. Being
great does not exempt one from an-
noying physical ills but too much
ease and indulgence is rather con-
ducive to such ailments.
The secretary of the state has is
sued a circular letter in accordance
with the recent opinions in reference
to the commissions of notary pub
lics whose names were wronsr in
their commission in which he says
commissions will be issued in ac-
cordance with the list of names fur-
nished the senate by the Governor.
This will put everything right and
prevent the anticipated trouble that
was anticipated from the errors
made by clerks who were in a hurry
to leave after adjournment of the
Legislature.
Some idea of the activity of the
Nicaragua Canal may be formed
when it is known that alonj the
soutn side at tne excavation is a
standard gauge railroad which is
used tr transport materials for work
on the canal whose trains are oper-
ated once about eight minutes
apart so great is the demand for
supplies. Fifteen cubic yards of
earth is excavated per minute the
advance being twenty-five feet per
day. The depth of the canal at the
greatest point of excavation will be
327 feet and the width on the water
surface 270 feet vessels drawing 20
feet can pass through the present
completed portion which is al-
most ahalf mile inland from Greyton
