Representative Caraway
said, "As a resident of the
Clear Lake area, as well as
state representative, I have
continued to be concerned
about the potential threat of
annexation of Clear Lake. It
Is obvious to me that the Hous-
ton City Council does not

go. It Is also obvious that
judicial action after annexa-
tion would be too little, too
late, and too expensive.
Therefore the solution to
the problem Is legislation nar-
row In scope which would al-

that the citizens of Clear Lake
City should have the oppor-
tunity-right to determine their

and decisions would be made
without asking the opinion of
local Citizens.
These problem areas pose
a real threat to the concept
of equal protection under the
law to which all of our citi-
zens are entitled, constitu-
tionally and morally. Annexa-
tion would deny local citizens
self - determination. This Is
simply unconscionable to me
as a Senator. Thus the legi-

Eleven banks in the local
area are Joining forces to help
stop a big money loss to
"phony depositors".
Unlike the bank robbers
publicized In the news media,
the thieves use no weapons,
Instead, they use the identify-
ing names and account num-
bers of good customers, while
utilizing stolen or bogus
checks made payable to the
customers. Using these tools,
they make "deposits” less
cash.
According to officials of
area banks, they are faced
with a great amount of poten-
tial loss and have consequent-
ly taken steps to positively
identify their customers when
cash transactions are in-
volved.
Bank officials explain that
this may mean asking long-
time depositors to show dri-
vers licenses and to write
checks when withdrawing
funds from their accounts in-
stead of cash from deposits,
They ask that their custo-
mers be cooperative with the
teller in these instances.
The following are listed as
additional helpful items when
transacting business with area
banks: For deposits, use per-
sonal deposit slips; have a
personalized check handy for
cash withdrawals; always
carry a drivers license or
similar identification to the
bank; report lost or stolen
poersonalized c h e c k s or de-
posit slips immediately to
your bank; do not leave either
of these two items lying on
counters or stores or banks;
Seminars were conducted by
role models from 9:00 a.rn.to
4:00 p.m. each of the three
days.
Those students attending,
participated in workshops,
visits to the research facili-
ties, and a noon luncheon pro-
vided by the JSC.

State Senator A. R. "Babe”
Schwartz of Galveston and
State RepresentatlveBlll
Caraway of Houston have filed
legislation, Senate Bill 727 and
House Bill 1278 which would
provide for the Incorporation
of Clear Lake City as deter-
mined through referendum by
local citizens.
The senate bill has been
directed to the Senate Com-
mittee on Intergovernmental
Relations and the house bill
has been directed to the House
Committee on Intergovern-
mental Affairs. Procedurally,
Senator Schwartz and Rep-
resentative Caraway Indicated
it will probably be two to three
weeks before the Legislature
acts on the proposals.
The stimulus for this legi-
slation is derived from con-
cern on the part of Clear Lake
City residents as to the poten-
tial threat of annexation by
the City of Houston. It is ob-
vious that the overwhelming
majority of the residents of
Clear Lake City do not wish
to be a part of Houston. While
annexation may not take place
this year or next, as soon as
development in the area is
complete, Houston will annex
the area in order to add to
its tax base.
It is caraway’s opinion, that
the result of annexation will be
poorer fire and police protec-
tion and city services as well
as limiting the quality of life
that now exists in Clear Lake
City. Another problem area
is double taxation. If annexa-
tion Occurs, citizens will still
be /paying off the bonded In-
debtedness of the water dis-
tnct^vhlle paying city taxes
to the City of Houston.
Due to these and other rea-
sons, Senator Schwartz and
Representative Caraway have
submitted legislation which
would allow Clear Lake City
to Incorporate without doing
violence to the present an-
nexation laws of the state.
This legislation has been sub-
mitted upon the request of the
Incorporation Committee of
the Clear Lake City Civic
League, Community As-
sociation and Board of Di-
rectors of the Clear Lake
City Water Authority.
Senator Schwartz said,
"Residents of Clear Lake City
should have the privilege of
self-determination. An-
nexation by the City of Houston
would result in reduction of
services. Government would
be removed from the Indivi-
dual Clear Lake City resident
