CHAP. 27. Defining the Boundaries of certain Counties.-Establishing the
line dividing the counties of Webb, Encinal, Duval, and Nueces, from
Zapata, Starr, Hidalgo, and Cameron, beginning on the left margin of the
Rio Grande, at the Cafiada de San Andres, dividing the former jurisdictions
of Guerrero and Laredo, and running due east to the mouth of Olmos Creek,
and thence on the same course, across the Laguna Madre, and across Padre
Island to the Gulf of Mexico. The other dividing lines can be seen on the
map accompanying this ALMANAC ; all of which are to be surveyed and dis-
tmnctly marked at the end of every league in distance; and wherever said
lines cross the public highways, a substantial stone mound shall be erected.
A suitable person shall be appointed by the governor as surveyor, and the
lines shall be surveyed and marked within six months from the passage of
this act, and shall remain the permanent boundary lines of said counties, the
expenses to be paid by the several counties in equal proportion, according to
extent of lines run, the surveyor being allowed to charge $3 per mile.
CHAP. 28. Providing for Payment of D1trict-Attorneys pro tem.-Authoriz-
ing the comptroller to audit the accounts of all district-attorneys appointed
by judges, or the commanding general of the Fifth Military District for the
time being; providing no pro tern district-attorney shall receive any pay
where there was at the time a district-attorney who drew his salary for the
time specified.
CHAP. 29. Relinquishing Title to certain Lands.-Confirming patents num-
bered 388, 583, and 584, (Vol. 4,) issued to Thomas M. Joseph and Henry M.
Trueheart on the 20th December, 1859, and the 20th August, 1860, and re-
linquishing all title of the State to the lands named to the parties to whom
patents were issued, and sale made, in accordance with an act approved
February 11th, 1858, and an act amendatory of the same, approved February
1st, 1860.
CHAP. 30. Creating the County of Delta-All the territory beginning at a
certain point in Hopkins County, and intersecting the east boundary line of
Hunt and Fannin counties, down the meanderings of the north shore of Sul-
phur Creek, as laid down in the map, is created a new county, to be called
Delta, and commissioners appointed to divide the county into five justices' pre-
cincts, and hold an election at the town of Charleston, in said county, for offi-
cers and for the location of the county-seat, the county-seat not to be more than
three miles from the geographical centre of said county, and to be called
Cooper. The county of Delta to be attached to the eighth judicial district,
and, for purposes of representation, to the tenth senatorial district.
CHAP. 31. Counties to levy a Road Tax.-Authiorizing the counties to levy
and collect a special tax upon the taxable property in their respective coun-
ties, for the purpose of building bridges and improving first-class public
roads. The county courts shall appoint a road overseer, to employ hands to
work on the roads and contract for building bridges, causeways, etc., to be
paid out of the road fund provided by order of the county court, the overseer
to be paid such compensation as the county court may deem reasonable, not
to exceed $500 annually, and be compelled to keep the roads, bridges, etc., in
good repair, and may be fined for failing to do so, providing lie has sufficient
funds at his disposal. The special tax may be paid by work, under contract
with the overseer, and the tax shall be collected as other' State or county tax,
not to exceed in any one year one eighth of one per cent on taxable property.
Overseers shall give bonds, in double the amount of their salary, for the faith-
ful performance of their duty.
CHAP. 32. Issuance and Sale of Bonds for Maintaining Ranging Companies.
-Authorizing the issuance of $750,000 of the bonds of the State, bearing in-
terest at the rate of 7 per cent per annum, payable semi-annually in gold, at
such place as governor may appoint, on the 1st of September and the 1st of
March of each year, with interest coupons attached, to be issued and sold at
