65th LEGISLATURE - REGULAR SESSION
RESOLVED, That the committee be composed of three members of the
Senate, to be appointed by the Lieutenant Governor, three members of the House of
Representatives, to be appointed by the Speaker of the House, and two members of
the Coordinating Board, Texas College and University System, to be appointed by
the board chairman; the committee shall meet initially at the call of the Lieutenant
Governor, who shall also designate the chairman of the committee; at the first meet-
ing the committee shall elect a vice-chairman and shall subsequently hold meetings
and public hearings at the call of the chairman; and, be it further
RESOLVED, That the Coordinating Board, Texas College and University
System, be requested to furnish staff assistance to the committee upon request; and,
be it further
RESOLVED, That from the General Expense Fund of the House and the Con-
tingent Expense Fund of the Senate equally, the members of the committee shall be
reimbursed for their actual expenses incurred in carrying out the purposes of this
resolution, and other necessary expenses of operation shall be paid from the General
Expense Fund of the House and the Contingent Expense Fund of the Senate,
equally; and, be it further
RESOLVED, That the committee shall prepare a budget for its operating
expenses which shall be submitted to the House Administration Committee and the
Senate Committee on Administration, and no expenditure shall be made until the
budget has been approved; prior approval of nonbudgeted expenditures must also be
obtained from the House Administration Committee and the Senate Committee on
Administration; and, be it further
RESOLVED, That the committee shall make its complete report, including
findings and recommendations and drafts of any legislation deemed necessary, to the
66th Legislature when it convenes in January, 1979; five copies of the completed
report shall be filed in the Legislative Reference Library, five copies shall be filed in
the office of the Texas Legislative Council, two copies shall be filed with the chief
clerk of the House, and two copies with the secretary of the Senate; following offi-
cial distribution of the committee report, all remaining copies shall be deposited with
the legislative reference librarian; and, be it further
RESOLVED, That the Texas Legislature hereby respectfully request that no
action be taken by the federal government which would restrict student loan opera-
tions in Texas until the 66th Legislature of the State of Texas has an opportunity to
act on this committee's recommendations; and, be it further
RESOLVED, That a copy of this resolution be prepared and forwarded to the
United States Commissioner of Education as an expression of the intent of the
Texas Legislature in insuring the availability of adequate education loans for the
postsecondary students of this state.

WHEREAS, On March 6, 1973, an oil and gas lease was granted to Mitchell
Energy Offshore Corporation by the State of Texas General Land Office covering
Tract 105-A, submerged land in Offatts Bayou, an arm of West Bay, Galveston
County, Texas; and
WHEREAS, The State of Texas states that it will require royalty payment to
the state for oil and/or gas produced from Tract 105-A under that lease; and
WHEREAS, On May 5, 1976, Standard Dredging Company granted Buttes
Resources Company an oil, gas, and mineral lease covering substantial portions of
the submerged land included in Tract 105-A, an interest in said lease having been
assigned to Mitchell Energy Offshore Corporation; and4212
