THE STATE OF TEXAS
COUNTY OF STONEWALL
CITY OF ASPERMONT
TO THE RESIDENT, QUALI-
FIED PROPERTY TAXPAYING
VOTERS OF THE CITY OF AS-
PERMONT, TEXAS:
TAKE NOTICE that an elec-
tion will be held on the 5th day
of August, 1961, In the City of
Aspermont, Texas, on the pro-
position and at the place more
particularly set forth in the re-
solution and order calling the
election adopted by the City
Council on the 10th day of July
1961, which is as follows:
WHEREAS, the City Council
of the City of Aspermont, Texas,
deems it advisable and to the
best interest of the City to sub-
mit to the resident qualified pro-
perty taxpaying voters thereof
the proposition of the issuance of
$65,000.00 of bonds for the pur-
pose of constructing street im-
provements in said City;
THEREFORE, BE IT RE-
SOLVED AND ORDERED BY
THE CITY COUNCIL OF THE
CITY OF ASPERMONT, TEX-
AS:
Section 1. That an election be
held in the City of Aspermont,
Texas, on the 5th day of August,
1961, which date is not less than
fifteen (15) nor more than thirty
(30) days from the date of the
adoption of this resolution and
order, at which election the fol-
lowing proposition shall be sub-
mitted to the resident qualified
property taxpaying voters of
said City, who own taxable pro-
perty in siad City and who have
duly rendered the same for taxa-
tion, for their action thereupon:
PROPOSITION
SHALL the City Council of
the City of Aspermont, Texas, be
authorized to issue the bonds of
the City of Aspermont, Texas, be
sum of $65,000.00, payable serial-
ly not to exceed twenty-five (25)
years from their date, bearing
interest at a rate not to exceed
six (6%) per cent per annum,
and to levy a tax sufficient to
pay the interest on said bonds
and create a sinking fund suffi-
cient to redeem them at ma-
turity, for the purpose of c«n-
structing street improvements in
said City, as authorized by the
Constitution and laws of the
of the State of Texas?
Section 2. That said election
shall be held at the City Hall, in
the City of Aspermont. and the
following named persons are
hereby "ppointed managers
thereof. ' wit:

Section 3. That said election
i shall be held under the provi-
sions of and in accordance with
the laws governing the issuance
of municipal bonds by cities, as
provided in the General Laws of
the State of Texas, and only
resident, qualified property tax-
paving voters of the City of As-
permont. Texas, who own tax-

same for taxation, shall be al-
lowed to vote.
Section 4. That me ballots for
said election shall have written
or printed thereon the following:

PAYMENT THEREOF.
AGAINST THE ISSUANCE
OF THE BONDS AND THE
LEVYING OF THE TAX IN
PAYMENT THEREOF.
Each voter shall vote on the
proposition hereby submitted by
scratching or marking out one
of the above expressions, thus
leaving the other as indicating
his vote.
Section 5. That a copy of this
resolution and order signed by
the Mayor of the City of Asper-
mont, Texas, and attested by the
City Secretary, shall serve as
proper notice of said election.
Section 6. The Mayor is au-
thorized and directed to cause
said notice of the election to be
posted at the CITY HALL and
at two other public places within
said City, for at least fifteen (15)
full days prior to the date of
said election, -me Mayor is
further authorized and directed
to cause said notice of election to
be published in some newspaper
of general circulation published
in said City, and which notice
shall be published on the same
day in each of two successive
weeks, the date of the first pub-
lication being not less than four-
teen (14) full days prior to the
date of the election.
ADOPTED AND APPROVED,
this 10th day of July, 1961.

Fishing Rights
AUSTIN — Fishing rights in
public waters are defined in a
complete article in the July is-
sue of Texas Game and Fish
magazine, acocrding to T. D.
Carroll, director of information
and education.
The article was prepared by
Harris Toler, Assistant Attorney
General, and covers all of the
statutes affecting the fishing in
public waters. 'The wildlife re-
sources of this state are the pro-
perty of the state and are held
in trust by the state for the bene-
fit of its people, with no propri-
tary rights existing in the peo-
ple to such game and fish until
such are reduced to capture in a
legal manner," Toler points out.
He then covers the rights of
persons who own land to protect
against trespass, and says that
the Legislature cannot remove
these rights except for conserva-
tion purposes, or where the use
of such land constitutes a public
nuisance.
According to Tolers article, it
is legal for a person to fish in
any navigable stream, but they
must not trespass upon the
bordering landowners without
permission. Toler cites many
previous cases in fully covering
the question of public rights in
fishing lakes and streams of Tex-
as.

Junior RA
Boys to Camp
Junior Royal Ambassadors,
ages 9 through 12 years, sponsor-
ed by the District Seventeen
Brotherhood, will be in camp at
Lueders Baptist Encampment
from July 24 through July 27.
Plenty of fun and recreation,
including swimming, has been
planned for the boys, along with
worship and meditation and spe-
cial instructions on "What Royal
Ambassadors Learn."
These boys will have a special
question and answer period
with the camp missionary, Dr.
W. H. Jackson, missionary to
Japan.
Adult sponsors are required to
accompany each church group
and registration cards should be
made out in advance. A small
amount of spending money is
suggested along with the $7.00
camp fee.
All swimming and recreation
will be engaged in only at the
times specified. The life guard
will be furnished by the camp
and Rev. Jim Hooten of Cisco
will ho in charge of recreation.
This camp will be directed by
Rev. M. D. Rexrode, pastor of
of the First Baptist Church at
Haskell. Rev. Glenn Roenfeldt
of Roscoe will be camp pastor.
Music will be in charge of camp
personnel. The nurse will be pro-
vided by Hendrick Memorial
Hospital in Abilene.
The quality of the hay crop
now being harvested may well
depend, say? Geo. McBee, ex-
tension pasture specialist, on the
stage of growth of the plants
when cut and the length of dry-
in gperiod. He suggests check-
ing with the local county agent
for infotrmation on improving
the quality of hay.
