hotrl. One was Mr. Charles V Mey-
nnrdle an Intellectual newspaper man
ol Charleston H. C; tho second was a
wealthy gentleman who Is engaged In
mining near Mexico. At hit request

shortly to return to Meilco.and as he has
made truthful and damaging statements

upon Mexican affairs when the miner
said:

ico now Is a little better than a yellow

Illegal detention or Cutting are not
vindicated the American will have

Why Is this? Simply because Mexico
knows that England protects bcrcltlzen
and a known Injury to one It sure to
bring retribution and reparation.
Many Americans have saved themselves
from outrage by falsely claiming British
citizenship. This game has bern worked
so often that the Mexican authorities
now demand some proof or citizenship
but at ony rate will treat men respect-
fully until the great question Is decided.
There Is no nation In the world that
finds less respect than the United
States. If you are going there you had
better be an Italian or even a China-
man anything In fact In preference to
an American If you expeot to find jus-
tice In Mexico. This It It that pru-
dence lends many American citizens In
Mexico to

I am a drnioorat and have been since
I could cast a vote. Tbere are many
more like me who spend a great part of
their time In Mexico yet hold property
here and are here when wanted to
cast our ballots and work for our party.
We have been reared In the cradle of
democracy and bave done our duty for
the party but I tell you. sir that If the
democratic administration backs down
at tblt time nnd rails to maintain the
dignity or our country nnd the freedom
or our people I will turn my back on
democracy In shame. (Here Mr. Mey-
nardle said "And so will I.") What we
say now thousands are saying In all parts
or the country. I believe that If either
Blaine or Logan had been In the presi-
dential chair tblt matter would have
been settled long since to tho honor of
the country nnd the satisfaction of our
people. Blaine would havo done as

ract. One Is a native-born American
named Merrill living at I.a Ascenclon.
On Christmas day he wat hired by Mex-
icans to take a quantity of mining toos
from a building next door to the Custom
house In I.a Asoenclon to the Hablnal
mines. When he was eight miles out
he was arrested on a charge or having
contraband goods. All tbe officers
round In bis wagon were tho tools Hour
lard and brain. Ills team goods and
tools were confiscated and he was sen-
tenced to ono year's Imprisonment al-
though there was not a tittle or evidence
to show that he bad then or ever had con-
traband goods. Just before he was tried
Merrill sayt that the Mexican district
attorney came to him and oflered to
clear him lor $1000. Not being able to
do this he was tent up. When Merrill
went to prison he wat a fine strong
athletlo man tlx feet high weighing 'Jot)
pounds; now he Is a mere skeleton and
lie believes be would have died but for
Cutting's generosity In sharing food
with him.
The other prisoner It a colored man
named Alexander Stevens IHI years or
age a native or Kentucky. Ho waa a
rullman car porter on the Mexican Na-
tional for two years. On April 0 last
Just as he wat Joining bis car a Mexi-
can official exhibited his badge and said
"I ARHEfT ov"
but he produced no warrant or other
pnpers. He accompanied the officer to
the Jefe Politico where Dantlno the In-
terpreter told him there was a mistake
ami he could go. He got some little dis-
tance when he saw a crowd coming af-
ter him and being scared he ran for the
depot. Shots were fired at blm; he
stopped nnd was again arrested. This
time for resisting arrest. He has paid
$15 $tt and $:(0 to Mexican lawyers to
ilofend him but they paid nn attention
to hit case and be can get no trial.
Stevens Is used as a barber nnd being
more usefnl fares rather better than
Merrill.
Cutting states that IT he had havo paid
$2C0tn the "Adinlnlstrado" he would
have been liberated nt once and that In
these criminal cases many charges
against Americans are made to extort
money. If the officers enn't get that
then they take the mennest revengo pos-
sible. Mr. Stanley's facts are useful Inas-
much nt they convoy Information that Is

ready sure tbe struggle will go down
to history as one of the most markedly

Stewart Parnell will stand the foremost

men of which he Is confessedly the un-
