Joseph E. Cockrell came to Dallas in 1895. He was an
uncompromising progressive DCmocrat" w\ho took an
active part in public affairs as a citizen. He was known as
"thoroughly conscientious, courteous in manner. affable, of
undoubted integrity, and few enemies." Cockrell had an
active law practice in Dallas. He served as a special District
Judge at different times, but never held or sought public
office. He was member of the board of directors of the
Dallas Trust & Savings Bank, the First State Bank, and the
Title & Insurance Company, and president of the National
Temperance Life Insurance Company.

In the late nineteenth centur , as Dallas rose to become a
major distribution center for the southwestern United States,
a local "interurban" system of railroads was built. Monroe
Shops was constructed in 1914 for one of the larger steam-
powered interurban companies, the Texas Electric Railway, as
a facility to repair maintain, and build Interurban trolley cars.

ice Headquarters.The renovation, which is also attempting LEED Silver certification,
not only bring the building back to life after a long hiatus, but add sustainable value
