school land League No. 21, along the east line of the McCulloch
County school land League No. 24; to the northeast corner
of the said McCulloch County school land League No. 24;
thence west along the north line of the McCulloch land League
No. 24; to the northwest corner of the said McCulloch County
school land League No. 24; thence south from the northwest
corner of the McCulloch County land League No. 24; along
with the west lines of the McCulloch County school land
Leagues Nos. 24, 23, and along the west line of the Louis Watkins
land, Section No. 1; to the southwest corner of the Louis
Watkins'land, Section No. 1; and to the south line of Hockley
County, and the north line of Terry County; thence east along
the south line of Hockley, and the north line of Terry County,
to the place of beginning, being the territory now comprising
Center Independent School District No. 5, in Hockley County,
SEC. 3. The management and control of the public free
schools in said Center Independent School District is hereby
vested in a board of trustees, which board shall be composed
of seven persons, resident citizens and qualified voters within
said district, who shall be elected and qualify as hereinafter
SEC. 4. The board of trustees of said Center Independent
School District shall be and is hereby made a body politic and
co-operate in law, and as such shall have power to contract and
be contracted with; to sue and be sued, to plead and be impleaded
in any court of this State of proper jurisdiction, and
may receive any gift, grant, donation or devise made to or for
the use of the public free schools of said district.
SEC. 5. As soon after the taking effect of this Act as may be
practicable, the county judge of Hockley County shall order an
election for the purpose of electing seven trustees to serve as
trustees of said Center Independent School District; whose
terms of office shall be as follows; the terms of the office of the
seven trustees chosen at the first election under this Act shall
be divided into two classes, and the members shall draw the different
classes, the four drawing the numbers one, two, three
and four shall serve for one year, or part thereof, that is, until
the regular election of trustees of independent school districts
to be held in the year 1925, and until their successors have been
duly elected and qualified regularly thereafter each year four
trustees and three trustees shall be elected for a term of two
years to succeed the trustees whose terms shall at that time expire.
SEC. 6. Before any trustee enters upon the discharge of his
office, he shall qualify by taking and subscribing the oath of office
provided by the Constitution of this State, which oath,
after the first election, shall be filed with the county judge of
Hockley County, Texas, and after all subsequent elections with
the president or chairman of the board of trustees of said Center
Independent School District.
