SEC. 20. The beginning of the fiscal year in so far as the levying,
assessing and collecting of taxes in said district is concerned, shall
be the 15th day of May.
SEC. 21. The local school maintenance tax and bond tax heretofore
authorized by the city of Kerrville for public school purposes,
shall be levied. assessed and collected for the current year, and annually
thereafter, unless increased or diminished as provided' by the
General Laws of this State, relating to independent districts created
for school purposes only; provided, that for the current year the
tax collector for the city of Kerrville, shall collect such school maintenance
and bond taxes, and when collected shall be paid to the
proper treasurer of the school funds of said Kerrville Independent
School District; and all bonds, obligations, contracts and indebtedness
for free school purposes heretofore legally created by and now
existing against said city of Kerrville, are ratified and validated and
imposed upon the district herein created, to be executed and discharged
by it; and said Kerrville Independent School District, herein
created, shall be held to have assumed the dis-'harge of all such bond,
obligations, contracts and indebtedness, and the same shall be enforcible
and collectable from, paid off and discharged by the Kerrville
Independent School District in the same manner as if it were a
bond, obligation, contract or indebtedness contracted by it.
SEC. 22. To facilitate the prompt collection of taxes levied and
assessed against the taxable property within said district, and to
avail said independent school district of its lien therefor upon any
property delinquent for taxes, the board of trustees may in its discretion
waive the regular proceedings by law for the enforced collection
of taxes, and adopt the extraordinary remedy of direct suit
therefor against the owner of the property so delinquent, and for
the foreclosure of the lien in the form of suit for debt and foreclosure
according to the statutory provisions in such cases, obtaining service
upon the defendant or defendants, in such suit in the manner as now
prescribed by the general law; such suit or suits shall be instituted
and prosecuted in the name of the Kerrville Independent School Dis;
trict and shall be brought by the county attorney of Kerr County for
said district, or such other person said board may designate as its
attorney. and said board of trustees, shall pay for said services any
amount not exceeding fifteen per cent of the amount collected by

contract with the superintendent of its schools and alny teacher
therein for a (reater period than one year, not to exceed however,
three years-; provided, that such superintendent' or teacher shall have
been employed for at least one year in said schools before such contract
shall be permitted; and provided, that this section shall be
construed as directory and not mandatory.
SEc. 24. All laws and parts of laws' in conflict with the provisions,
of this Act are hereby repealed; and should any section or
provision hereof be bv the courts declared unconstitutional or invalid,
such decision shall not impair or invalidate any remaining
section or provision of this Act; and this Act shall be construed as
