elect a suitable person as treasurer, or they may elect a bank or any
other suitable corporation as treasurer. In either case the treasurer
shall be required to' give bond such amount as may be directed by the
board of trustees, provided however that such bond must be sufficient
to protect the, amount of funds that is likely to come into the
treasurer's hands at any one time. The bonds shall be made payable
to the president of the board or to his successor in office, and' be approved
by the board of trustees, conditioned for the faithful discharge
of his or its duties and the payment of the funds received by him
or it upon the draft of the president, drawn upon the order, duly
entered, of the board of trustees, and he, if a person, shall be entitled
to retain a commission for his services as such treasurer, not exceeding
one per cent. of all funds coming into his hands. The board
may contract with the treasurer for a less amount than one per cent.
Or the board may elect as treasurer the bank or corporation that
offers the best bid of interest on average daily balances for the
privilege of acting as treasurer, as is now' in such cases provided by
the General Eaw of this State.
SEC. 11. In all matters not provided for in this Act of the safe
guarding of the public money the said board
of trustees of the said
Richland Springs Independent School District shall be governed by
the General Laws of the State of Texas applicable to independent
SEC. 12. The board of trustees of the Riehland Springs Independent
School shall annually appoint a suitable person to take the necessary
census of all children within the district entitled to be enrolled
and numbered in the scholastic census for the current year,
to the end that said district shall receive its full proportionate share
of all available school funds, and to make report thereof in the prescribed
form, as now provided or that may be provided hereafter by
general law, to the proper authorities. Said person so appointed
to take the census shall receive a compensation for his services, to be
allowed by said board, a sum not in excess of the amount now or
hereafter allowed by general law for like services.
SEC. 13. The Richland Springs School Board shall eleef annually
an assessor and collector of taxes. Such assessor and collector shall
have such power and perform such duties as are conferred upon
such officers by General Laws of the State governing incorporations
for free school purposes. He shall execute a suitable bond payable to
the president of the school board, conditioned on the faithful performance
of his duties. He shall, receive a compensation for his services
such sum as may be allowed by the board of trustees; provided
that such sum shall not exceed four per cent of the taxes received by
him. The said board may elect one person for both offices or a separate
person for eac' office. In the latter case each must perform his
respective duties as prescribed by General Law governing independent

due and payable on or before the first day of February each year
